(256) 955-3441 The Tactics and Specifications Center under the Combat
Applications Division of the U.S. Army Space and Missile Defense Battle
Lab, Huntsville intends to award a sole source contract to Delta
Research, Incorporated for the development of fully integrated
penetration aid suites and high fidelity threat engineering
characterizations for threat engineering scenario development to
support NMD and TMD defense acquisition programs. The level of detail
of these threat engineering scenarios requires a demonstrated expertise
and experience to develop these characterizations and the ability to
integrate them into an engineering scenario suitable for the NMD and
TMD acquisition programs. It is critical to have a seamless integration
of these high fidelity designs and characterizations; hence the
proposed acquisition is to utilize the incumbent contractor, Delta
Research Incorporated. Delta Research is the only known source who has
this experience and expertise to perform these requirements in a
timely and cost effective manner with out conflicts of interest. This
effort requires their in-depth knowledge of on-going NMD and TMD
systems and threat systems (consisting of various short to
intercontinental range ballistic missiles, submarine launched ballistic
missiles, air-breathing missile systems and aircraft). The required
high fidelity engineering characterizations for these threat systems
will include but not be limited to system performance, manufacturing
techniques, 6 degree of freedom motion specifications, target and
object signatures, and associated penetration aid designs and
performance characteristics. Delta Research has a long history of
providing engineering characterizations, and has special expertise to
fully integrate these characterizations into threat engineering
scenarios. Moreover, they have successfully avoided developing the
debilitating conflicts of interest that is inherently attendant with
NMD and TMD development efforts. This notice of intent is not a request
