(9a1) Advanced Reusable Rocket Engine Study. Technical proposals NOT TO EXCEED seven (7) technical pages with cost and admin as separate volumes in accordance with the BAA, will be accepted for this technical subarea only ((9a1) Advanced Reusable Rocket Study) until 1500 (3:00 P.M.) MDT, 30 Jun 00. (9a2) ADVANCED REUSABLE ROCKET ENGINE TECHNOLOGY DEMONSTRATOR ENGINE DEVELOPMENT FOR A SPACE MANEUVER VEHICLE (SMV). The Military Spaceplane Technology Program Office is interested in funding a single contract to build a high-performance SMV technology engine. Insufficient funds exist to fund the entire engine program, so the contract awarded will contain a basic contract estimated at $6 Million, and 3 option years. The contractor proposals should include deliverables for the first increment of money available and propose options for follow-on funding available at an estimated $6-8 Million per year for the estimated 3-4 year program duration. No guarantee of follow-on funding exists. SMV Engine Technology Goals: (A) 12 klbf class throttleable to 50% and 25%; (B) 320 secs Isp; (C) 20 sortie engine life; (D) 10 sorties between overhauls; (E) 24 hours to remove and replace the engine; (F) Gimballed nozzle; (G) Multiple restarts per sortie at short intervals; (H) Maximum Length (including nozzle) 69"; (I) Maximum Diameter (including nozzle @ 0_ gimbal) 50"; (J) High thrust to weight ratio; and (K) Storable propellants for up to 12 months on orbit. The proposed engine does not have to meet all technology goals, but must show a clear growth path to reach these technology goals. PREPROPOSAL BRIEFING/BRIEFING FOR INDUSTRY (BFI): A BFI Was held 8 May 2000 at the AFRL Phillips research Site Conference Center, Kirtland AFB, NM. The briefing covered both technical and contractual issues related to this procurement. Offerors must monitor the website for potential changes to the acquisition. PROPOSAL PREPARATION INSTRUCTIONS: A. Submit technical and cost proposals and administrative data in separate volumes. 1. Technical Proposal: The technical proposal shall include a Program Description, Program Plan, Schedule/Milestone Chart, Facilities and Equipment description, description of Relevant Prior Work, Management Plan, and Key Individuals. Technical proposals shall include a complete schedule clearly describing how the contractor will match their effort with the anticipated funding profile and option periods. A guaranteed report documenting allcontractor work completed during the basic and each option period will also be required. The technical proposal shall also include a Statement of Work detailing the research to be accomplished under the task area, suitable for incorporation into the award. The Statement of Work shall include specific requirements based upon the technology goals listed above, and if applicable, that the deliverable product will be year 2000 compliant per FAR Part 39. A common core set of contract data requirements lists (CDRLs) for the basic contract effort will be provided for the proposals. The CDRLs are posted on the EPS web site under Reference Number "SMV1". The technical proposal shall be limited to 70 pages (no smaller than 12 font), single spaced, double-sided, 8.5 by 11-inch pages. The page limitation includes all information i.e., indices, photographs, foldouts (count as 2 pages ), appendices, attachments, etc. Each printed side counts as one page. Blank pages, title pages, tables of content, lists, tabs or cover sheets are not included in the page count. Pages in excess of this limitation will not be considered by the government. 2. Cost Proposal: The cost proposal containing other than cost or pricing data shall be submitted in the format provided in the BAA and is necessary for the government to perform a cost realism analysis. Based on the type of instrument proposed, use the appropriate cost proposal instructions. B. General: 3. Administrative Data: In this volume the offeror shall include recommendation and rationale relative to type of instrument proposed, and length of time proposals are valid (should be no less than 180 days). Proposals must reference the above BAA number, include a unique proposal identification number, identify the technical area and point of contact, and the Phillips Research Site Space Vehicles Directorate. Unnecessarily elaborate brochures or presentations beyond that sufficient to present a complete and effective proposal are not desired. FAR Contracts: If an award under the FAR is contemplated, VS intends to award a cost plus fixed fee (CPFF) contract. Non-FAR Awards: If a non-FAR award is contemplated, VS intends only to consider an Other Transaction (OT) for Prototype (Section 845). The Government expects to make the award within [30] days of the end of the proposal close out date (30 October 2000). The Government does not intend that Federally Funded Research and Development Centers (FFRDCs) use privileged information or access to Government facilities to compete with the private sector. If an offeror proposes to use a FFRDC at a lower tier, other than DOD-sponsored FFRDCs in the capacities discussed in DFARS 235.017, it must provide rationale in its proposal that supports the unique capability of the FFRDC. Also, the offerors proposal shall demonstrate that the FFRDC can accept work from other than the sponsor. Offerors are put on notice that non-government advisors may be used. The following applies: 5352.215-9007 USE OF NON-GOVERNMENT ADVISORS (AFMC) (NOV 1998) (a) Offerors are advised that technical and cost/price data submitted to the Government in response to this solicitation may be released to non- Government advisors for review and analysis. The detailed statement shall identify the specific portions of the proposal the offeror objects to disclosure to non-Government advisors.
