Administration intends to award a purchase order on a sole source
basis to continue a project which was developed in collaboration with
Duke University entitled: Vaginal Volumizing: Optimizing vaginal
deployment of topical microbicides. Duke University has begun to
analyze biophysical properties of a number of test gels, and
mechanistic relationships between these properties and characteristics
of gel spreading and retention in the vagina. The scope of work will
encompass the in-vivo study and mechanistic in-vitro analysis of
formulation properties and their relations to salient measures of
intravaginal spreading and retention. Results of the studies will then
be linked in a follow up integrative analysis. Finally, Duke will
interpret these results in the context of the FDA mission to employ
science-based testing of new products and to provide biologically
incisive guidance on the foci for such testing. Due to the nature of
this work, no other source is capable of completing this phase of the
project. This notice may present the only official notice. This is a
simplified acquisition with an estimated value of less than $100,000.
A written quote and subsequent purchase order will be issued by an
