The USAF will issue a Request for Proposal (RFP) requesting Engineering Services to incorporate technical manual and wiring diagram updates in support of the FMS-800 Block 1 Software Upgrade effort. The updates shall address all affected technical manuals and engineering drawings made during the modification and will be based on the engineering data provided by ARINC in the form of "from-to" changes. This effort will include prototype installation support, engineering drawing updates and clean-up of the technical manuals following the fleet-wide incorporation of the modification. There is not a complete data package available to make this a competitive buy. Award will be made on a sole-source basis to Lockheed Martin. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302.
