The NASA Information Services & Advanced Technology Division (ISAT) provides local telecommunications services to both the NASA/Goddard Space Flight Center (GSFC), Greenbelt, MD and the NASA/Wallops Flight Facility (WFF), Wallops Island, VA. ISAT is responsible for the provisioning of common carrier leased communications services to support GSFC and WFF projects and customers with their mission critical, science and administrative communications requirements. The services required are primarily within and/or between LATA 236 (Washington Metropolitan Area LATA) and LATA 252 (Wallops Island, VA area). Typical project requirements include the following: 1) Dedicated Transmission Service to support both Mission-Critical Voice and Low/High Bandwidth Data Transmissions such as 9.6Kbs, 64Kbs, T-1, DS-3, OC-3, etc. The GSFC ISAT Division manages a 24X7 Mission Operational Communications Network (Nascom). In all cases the carrier will be required to coordinate and work with GSFC Operations Personnel regarding implementation and trouble resolution of all mission-critical services. Mission critical requirements for voice, data or video services frequently have short lead times requiring expedited implementations and performance specs such as 99.95 % Availability, 99.5% EFS, low BER's, no sync losses, pattern sensitivity restrictions, MTTR not to exceed 4-hours, etc. The carrier shall be available to accept immediate trouble calls on a 24-hour basis. A TSP Restoration Priority of 02 is obtained by ISAT from the NCS for all mission-critical services. Carriers who respond to mission-critical requirements must be able to provide this level of service and interface with the NCS as required. Data services are usually for a total end-to-end service and require that the carrier provide and maintain transport and all associated equipment (CSU/DSU's, modems, equipment racks, shelves, etc.). Due to unique mission requirements, some locations may require non-standard configurations, interfaces or voice levels. In some cases the carrier may also be required to provide inside wire between facility demarcs and customer locations. 2) Occasional Use Broadcast Video Transmissions. These requirements are typically for uplink of a feed from GSFC or the Bell Atlantic AVOC in Washington, DC for receipt at other U.S. Domsat or international locations. 3) ISDN Pri/ Bri Services. 4) Toll Free 800 Numbers. 5) Cell Phone Services. Whenever possible, these requirements are met by obtaining services from GSA/FTS-2001, GSA/WITS and other GSA contracts. When a required service is not available via these or other government contracts, it is competitively procured directly by ISAT via commercial contracts or BOA's between GSFC and the applicable carrier. When service is acquired via this process, an RFP will be issued to all carriers on the ISAT Bidder's List via email or fax. If your company is selected for award of a service, and does not have a contract or BOA with GSFC for telecommunications services you will be required to establish one prior issuance of an award and order for the service. If the time required for GSFC to establish a BOA with your company puts the requirement in jeopardy, award will be made to the next qualifying offeror. This announcement will be published twice a year. In order to manage the logistics of our procurement process and workload, if you do not provide service to ISAT and do not provide a response within three consecutive solicitations for service you may be removed from the ISAT Bidder's List. However, if you respond to the next announcement you will be placed back on the ISAT Bidder's List.
