synopsis/solicitation for commercial services prepared in accordance
with the format of FAR Part 12, Subpart 19.5 -- Set-asides for Small
Business, Subpart 17.2 -- Options and FAR Part 13 Simplified
Acquisition Procedures. This announcement constitutes the only CBD
solicitation. Proposals are being requested and must be received by
4:30 p.m. PST on August 30, 2000. Submit two copies of the proposal to
Myrna Jamison, US EPA, 1200 6th Avenue, OMP-148, Seattle, WA 98101.
STATEMENT OF WORK -- The US EPA Region 10 Laboratory (Lab) has gas
chromatography/mass spectrometers (GC/MS), gas chromatography/Electron
Capture Detectors (GC/ECD), automatic liquid sample handlers (ALS),
data handling systems (DS), and laser printers that require services
consisting of periodic maintenance and repair work. The efficient
operation of GC/MS, GC/ECD and their associated data handling and
support systems require special knowledge of the instrumentation and
equipment. Periodic maintenance is necessary to retain the
instrumentation and equipment in good working condition. Continuous
operation with minimal down time of instrumentation require rapid
access to qualified service and to high quality replacement parts. The
contractor responsibilities are as follows: 1) The contractor shall
provide all things necessary to maintain the proper operation of the
listed instruments and equipment. These responsibilities include all
labor, tools, test equipment, replacement parts, and all other
miscellaneous administrative items such as travel expenses and shipping
costs. The contractor shall schedule all preventive maintenance and
service repairs during normal Lab working hours, Monday through Friday
(except holidays) between 8:00 am and 5:00 pm Pacific (Standard or
Daylight) Time. 2) The contractor shall provide preventative
maintenance (PM) for all GC/MS's and the associated equipment, data
handling systems, and laser printers on a schedule of every six (6)
months. These PM's shall follow the original manufacturers' guidelines
and shall be performed by service engineers with at least two (2)
years experience servicing instrumentation and equipment of similar
make. Preventative maintenance service to be performed for all GC/MS's
shall include but not limited to turbo pump oil changes, diffusion
pump oil changes (as needed), mechanical pump oil changes, ionizer
cleaning (as needed), system calibration, sensitivity checks, and
associated module checks for proper functionality. PM's for all GC/MS's
shall be performed by service engineers with at least (2) years
experience servicing Hewlett Packard and Varian GC/MS's. 3) The
contractor shall provide service repair for all instruments and
equipment listed. Service engineers performing on-site service repair
shall have at least two (2) years experience servicing equipment of
similar make. Service engineers performing on-site service repair on
GC/MS systems shall have at least two (2) years experience servicing
Hewlett Packard and Varian GC/MS's. Service repair shall
includetechnical telephone assistance within one (1) normal working day
of notification of a problem. On-site service repair shall begin within
two (2) normal working days of notification of a problem. The
contractor shall provide all replacement parts and circuit boards of
equivalent or better quality for defective parts and circuit boards
found during a service repair at no cost to the Government. These
replacement parts and circuit boards shall be sent by the contractor
within one (1) normal working day upon notice by the US EPA Region 10
Laboratory. The replacement parts and circuit boards shall be sent to
the attention of EPA Project Officer, Ron Blair at US EPA, Region 10,
Manchester Laboratory, 7411 Beach Drive Port Orchard, WA 98366. The
contractor shall be responsible for the installation and proper
functioning of all replacement parts and circuit boards for any service
repair. 4) The Government shall maintain the operating environment
including heating, air conditioning, electricity, proper voltage, etc.
within the instruments and equipment manufacturers' recommended system
requirements and specifications. The Government shall provide adequate
and safe working space and conditions within the US EPA Region 10
Laboratory for the performance of preventative maintenance and service
repair work. The Government shall provide the use of all instruments
and equipment listed at no cost to the contractor only for the specific

The Contract -- Fixed Price (EP 52.217-981) (APR 1984): The Government
has the option to extend the term of this contract for four (4)
additional period(s). If more than 60 days remain in the contract
period of performance, the Government, without prior written
notification, may exercise this option by issuing a contract
modification. To exercise this option within the last 60 days of the

written notification prior to that last 60-day period. This preliminary
notification does not commit the Government to exercising the option.

01/01/01 through ending date of 12/31/01; Option Period II start date
of 01/01/02 through ending date of 12/31/02; Option Period III start
date of 01/01/03 through ending date of 12/31/03; and Option Period IV
start date of 01/01/04 through ending date of 12/31/04. (b) During the
option period(s) the Contractor shall provide the services described in
the Statement of Work. (c) The "Consideration and Payment" clause will
be amended to reflect increased fixed prices for each option period as
follows: Option Period I -- for 12 months at $_________/month, total

Funding -- This contract is incrementally funded. The amount presently

2000 to December 31, 2000. Limitation Of Government's Obligation (SEPT
1995): (a) Contract line items 1 through 5 are incrementally funded.
For these items, the sum of $_________ of the total price is presently
available for payment and allotted to this contract. (b) For items
identified in paragraph (a) of this clause, the Contractor agrees to
perform up to the point at which the total amount payable by the
Government, including reimbursement in the event of termination of
those items for the Government's convenience, approximates the total
amount currently allotted to the contract. The Contractor will not be
obligated to continue work on those items beyond that point. Subject to
the clause entitled, "Termination for Convenience of the Government",
the Government will not be obligated in any event to reimburse the
Contractor in excess of the amount allotted to the contract for those
items. As used in this clause, the total amount payable by the
Government in the event of termination of applicable contract line
items for convenience includes costs, profit, and estimated termination
costs for those items. (c) Notwithstanding the dates specified in the
allotment schedule in paragraph (i) of this clause, the Contractor will
notify the Contracting Officer, in writing, at least 5 days prior to
the date when, in the Contractor's best judgement, the work will reach
the point at which the total amount payable by the Government,
including any cost for termination for convenience, will approximate
85% of the total amount then allotted to the contract for performance
of the applicable items. The notification will state (1) the estimated
date when that point will be reached and (2) an estimate of additional
funding, if any, needed to continue performance of applicable line
items up to the next scheduled date for allotment of funds identified
in paragraph (i) of this clause, or to a substitute date as determined
by the Government pursuant to subparagraph (d) of this clause. If
after such notification, additional funds are not allotted by the date
identified in the Contractor's notification, or by an agreed
substitute date, the Contracting Officer will terminate any item(s) for
which additional funds have not been allotted, pursuant to the clause
entitled "Termination for Convenience of the Government." (d) The
parties contemplate that the Government will allot additional funds for
continued performance of the contract line items identified in
paragraph (a) for this clause and will determine the estimated period
of contract performance which will be covered by the funds. The
provisions of paragraphs (b) through (d) of this clause will apply in
like manner to the additional allotted funds and to the new estimated
period of contract performance. The contract will be modified
accordingly. (e) If, solely by reason of failure of the Government to
allot additional funds, by the dates indicated below, in amounts
sufficient for timely performance of the contract line items identified
in paragraph (a) of this clause, the Contractor incurs additional costs
or is delayed in the performance of the work under this contract and if
additional funds are allotted, an equitable adjustment will be made in
the price of the items, or in the time of delivery, or both. Failure
to agree to any such equitable adjustment hereunder will be a dispute
concerning a question of fact within the meaning of the clauseentitled
"Disputes." (f) The Government may at any time prior to termination
allot additional funds for the performance of the contract line items
identified in paragraph (a) of this clause. (g) The termination
provisions of this clause do not limit the rights of the Government
under the clause entitled "Default." The provisions of this clause are
limited to the work and allotment of funds for the contract line items
set forth in paragraph (a) of this clause. This clause no longer
applies once the contract is fully funded except with regard to the
rights or obligations of the parties concerning equitable adjustments
negotiated under paragraph (d) or (e) of this clause. (h) No Posted
