DOE anticipates awarding a performance-based, fixed labor rate contract for a three-year base period with two one-year option periods. The proposed contract will provide planning, budget formulation, budget execution, program analysis and evaluation, and management and systems support to the Office of Planning, Budget and Management (OPBM, EE-60, formerly Office of Management & Operations) under the Office of Energy Efficiency and Renewable Energy (EERE). The contractor shall provide the personnel, facilities, travel, and materials necessary to provide management, advisory, and assistance support, research support, technical and administrative support services. The contractor's work shall be heavily focused towards assuring support for the functional OPBM organizations responsible for performing EERE's business management activities using EERE's Strategic Management System (SMS). All work performed under the contract shall be directed by the DOE Contracting Officer through the issuance of Task Assignments which will specify required services, deliverables, and delivery schedules. This effort will be set aside under Standard Industrial Code (SIC) 8742. The solicitation will be posted on DOE's Industry Interactive Procurement System (IIPS) website.
