The U.S. Coast Guard Headquarters, Office of Acquisition, Office of
Contract Support, General Contract Division (G-ACS-2b) has a
requirement for the maintenance and continued administration of the
USCG_s ongoing Recruiting Initiative for the Twenty-first Century,
CGRIT, (formerly USCG African American Recruiting Initiative/AARI
Program). The Coast Guard intends to solicit on a non-competitive
basis, Minority Access, Inc., (formerly _NAFEO Services, Inc_.), 5214

Solicitation is to establish and maintain the successful minority
recruitment program for the Coast Guard Academy developed by NAFEO
Services, Inc. CGRIT will increase African American participation in
the USCG_s Officer Corps, with an emphasis on a transfer program for
HBCU and Minority Institutions (MI) students to the Coast Guard
Academy. The period of performance consists of a base year plus up to
four option years. Minority Access, Inc. was the only organization
selected by the HBCUs to act on their behalf to address their concerns
regarding increasing minority representation in higher education and
participating in federally sponsored programs. Minority Access, Inc.
acts in a coordinating capacity between and among organizations working
both inside and outside Black higher education. Minority Access, Inc.
is a clearinghouse for information and issues pertaining to HBCUs.
Minority Access, Inc. has an Office of Research that gathers data on
student enrollment, financial aid and trends affecting Blacks in higher
education;. Minority Access, Inc. has conducted capability assessments
of HBCUs in areas of -engineering, biology and natural sciences.
Minority Access, Inc. has an extensive background in minority
recruitment programs for the U.S. Coast Guard. Minority Access, Inc. is
very familiar with the requirements of this procurement, as they have
been involved with the Coast Guard_s development of a minority
recruitment program. The Coast Guard has chosen to further implement
and refine this minority recruitment program through the proposed
action. The services to be provided are proprietary, and
specifications, plans and drawings are not available and cannot be
furnished by the Government. Minority Access, Inc., is the only known
source capable of providing the required services. This statutory
authority for other than full and open competition is 10 USC 2304(c)(1)
implemented by Federal Acquisition Regulation 6.302-1, Only One
Responsible Source and no other supplies or services will satisfy
Agency requirements. However, if your firm believes it could accomplish
this effort in the requested time frame, indicate this interest and
submit a qualifications package not to exceed 10 pages explaining your
capabilities to the above listed Point of Contact no later than

or RFP, nordoes its issuance restrict the Government as to the
ultimate acquisition approach. The Government will solicit firms
meeting the screening criteria in the synopsis. All responsible sources

sole-source contract. The SIC Code for this acquisition is 8743 Public

Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
