The Health Resources and Services Administration (URSA) intends to negotiate on a sole source basis with the School of Dentistry, University of Texas Health Science Center at San Antonio, San Antonio, Texas. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, Circumstances Permitting Other Than Full and Open Competition and FAR Part 13- Simplified Acquisition Procedures. This is a notice of intent, not a request for proposals. The purpose of this project is to develop a strategic plan for establishing a viable community oral health infrastructure in the State of Texas to develop community oral health professional education, training, and leadership opportunities in Texas and enhanced dental public health and community health accessibility to the under served and disadvantaged Texans. The School of Dentistry of the University of Texas Health Science Center at San Antonio will provide the planning, implementation, partnering and networking, and meeting planning and coordination services for the actions required to carry out this study.
