NASA/Stennis Space Center (SSC) plans to issue a noncompetitive Request for Proposal (RFP) to Lockheed-Martin Space Operations, Stennis Programs, at Stennis Space Center (SSC), MS for continued test and technical services under Contract NAS13-650 for an additional 2 years, from September 1, 2001 through August 31, 2003. The existing contract will be converted to Performance-Based Contracting to the maximum practicable extent. The Test and Technical Services Contract (TTSC) provides propulsion test operations and support, systems engineering support, operation and maintenance, and test technology development to support liquid, hybrid, solid and other propulsion systems, subsystems and component testing. It also provides technical services for research and development, administrative and institutional support for a broad range of science, engineering and technology programs supporting NASA, other SSC federal and state agencies, academia, as well as commercial customers. The statutory authority for this action is 10 U.S. C. 2304 (d)(1)(B). NASA/SSC intends to acquire these services noncompetitively from Lockheed-Martin Space Operations, Stennis Programs, pursuant to FAR 6.302-1 (a)(2)(ii). Award to any other prime contractor would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling NASA requirements. The two-year extension to the existing TTSC is justified because: (1) SSC has determined that a new contract structure is necessary in order to properly accommodate the changing environment at SSC and needs additional time to assess requirements, especially for commercial propulsion operations; and (2) a change in contract would be disruptive to the SSC and customer service at critical stages of test position activation for several programs. The RFP will be released on or about mid-December 2000. The Government does not intend to acquire commercial items using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed.
