be accepted for the Hot Spring National Park Project NPS HOSP-8(1), in
Garland County, Arkansas. The project consists of reconstructing a
retaining wall located along North Mountain Loop Road. The work
includes the removal of the existing stone wall, removal of asphalt
pavement, roadway excavation, structure excavation for the retaining
wall, and construction of a Mechanically Stabilized Earth (MSE) wall.
Approximate quantities for the principal items of work are as follows:
Structure excavation, 805 yd3; Mechanically stabilized earth wall,
2,160 sqft, Hot asphalt concrete pavement, Class C, Grading C, 60 t;
Hot asphalt concrete pavement, Class C, Grading E, 135 t; Rubble
masonry, rock face finish, 120 cuyd; Turf establishment, 350 sqyd. The
project is expected to fall within the price range of $100,000 to
$250,000. Invitation for Bids No. DTFH71-00-B-00030 to be issued on or

2:00 pm, local time, at the address listed above for the Office of the

Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
bonding programs to assist minority, women-owned and disadvantaged
business enterprises in acquiring short-term capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1,000,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
