SYNOPSIS Additional Information. This is not an announcement of
solicitation. Reference: Sources Sought Synopsis previously published
on CBDNet on 13 June 2000 for the Design and On-Call Construction
Contract (DOCCC). Information regarding this solicitation is now
available on the Internet at: http://arc.westfields.net/doccc. In order
to assess contractor capabilities that exist for satisfying the above
requirements, OSL is conducting a market survey. We request that
contractors replying to this survey provide a response to each of the
survey areas below listed below, drawing upon their recent and relevant
experience on Government or commercial contracts. The Government will
make an advisory down-select by evaluating each contractor's response
to the reference sources sought announcement against the areas listed
below to assess whether, in the Government's judgement, the contractor
possesses the necessary minimum capabilities to successfully satisfy
the OSL requirements. Those contractors who meet the criteria will be
considered potential sources for the OSL competition and will be placed
on the OSL source list for the Request for Proposal (RFP), industry
forum, etc. Companies that do not meet all the criteria listed below
are not excluded from competing for the OSL effort and may ask the
Government to be included on the OSL source list. The Government will
notify all respondents of the advisory down-select results. To
facilitate potential subcontracting possibilities, the names and phone
numbers of technical and contracts Points of Contact (POCs) for those
companies considered to be potential sources for the OSL competition
will also be provided. Respond to the following questions, utilizing
formatting described below: (a) Describe your company's capability to
perform complex construction projects (for example, design and build a
4000 square foot office building addition or 10 levels of retractable
platforms in a space vehicle processing facility or install a 200 ton
crane in a launch tower). (b) Describe your company's capability to
work large simultaneous construction projects at two geographically
different locations (for example, Cape Canaveral Air Station (CCAS) and
Vandenberg Air Force Base (VAFB). (c) Describe your company's approach
to providing/obtaining sufficient engineers, supervisors, and work
leaders that are cleared/clearable to the TS/SBI level to perform
design, engineering studies, repairs and construction work in
classified areas. Include information on how your company will handle
surge periods of multiple projects. (d) Describe your company's
capability and strategy in providing response within 24 hours to
emergency repair or construction projects at CCAS, VAFB or other CONUS
sites. Descriptions of efforts identified in the matrices are limited
to two (2) pages per effort. A page is defined as each face of an
8-1/2 x 11 inch sheet with information contained within an image area
of 7 x 9 inches. Type size should be 12 point proportional font.
Include a technical and a contracts POC with phone numbers and e-mail

link to provide your response. Your response is requested by 1600 hours
EDT on 18 August 2000. A draft solicitation is scheduled for release on
24 August 2000. Reference RFP No. NRO000-01-R-0003. The draft
solicitation will be released via the internet. No hard copies will be
issued. Formal source selection procedures will be used. The estimated
formal RFP release date is 22 September 2000. Written requests for
