PRE SOLICITATION NOTICE: MANUFACTURE PAP7993 SINGLE BASED GRANULAR PROPELLANT FOR USE IN THE M231 MACS PROPELLANT CHARGE INCREMENTS. 1. The US Army intends to award a basic contract with one option to make the single based PAP7993 propellant to support the production of the M231 propelling charge increments for the MACS main propellant system. Deliverables for the basic contract shall be eight hundred thirty thousand (830,000) pounds of single based granular propellant. Deliverables for option I shall be four hundred forty thousand (440,000) pounds. 2. This effort is the initial production of M231 charge scheduled in FY01. The 155MM MACS is a two-increment charge system that will provide enhanced performance for 155MM artillery. Multiples of the increments, M231 (Zones 1 & 2) and XM232 (Zones 3 thru 6), will satisfy all zoning requirements for 155MM artillery. The 155MM MACS increments can be handled by both automatic loading/re-supply equipment and manually. Because of this versatility MACS increments can be used with currently fielded howitzers and future planned artillery systems. 3. Contractor should have the required engineering staff, equipment, expertise and facility to meet the US Government requirements. Delivery of the PAP7993 propellant must be 180 days after award of contract. 4. The Government intends to limit competition to the United States and Canada, in accordance with FAR 6.302-3 and the Operating Contractor for Radford Army Ammunition Plant, Radford VA and Expro Chemical, Quebec, Canada, in accordance with FAR 6.302-1. 5. All the technical data will be marked with limited distribution statement F: Further dissemination only as directed by MACS Engineering Team, AMSTA-AR-WEE-B, Picatinny Arsenal, NJ 07806- 5000 (March 96) or higher DoD authority.
