with Alliant Techsystems (ATK) in Hopkins, Minnesota, for D-1 and D-2
training kits, and Ground Setter Units (GSU). An initial procurement
of up to 50 FMU-159(D-1)/B Hard Target Smart Fuze (HTSF) training kits
is required, with three variable quantity options of up to 50 kits
each. The training kit consists of a FMU-159(D-1)/B inert programmable
bomb fuze, a FZU-60(D-1)/B dummy initiator, lock ring, adapter cables,
lanyards, and associated hardware. The training kits are necessary to
support FMU-159/B HTSF munitions build and load crew training
requirements. Delivery of the initial procurement of training kits is
required by December 2001 to support Air Force initial operational
capability in February 2002. Additional option deliveries shall be
completed within 12 months of option exercise. ATK is the only known
qualified source to perform this effort. ATK is the prime contractor
for FMU-159/B fuze system, and has the only operable manufacturing
capability for the FMU-159(D-1)/B training kit. The government does not
have a Technical Data Package for the FMU-159(D-1)/B system, and does
not own a Reprocurement Data Package. The Government intends to solicit
and negotiate with only one source under the authority of FAR 6.302-1.
Interested parties may submit statements of capability (SOC)
demonstrating their ability to: (1) Produce FMU-159(D-1)/B training
kits. The training kits must meet the following requirements: a)
capable of duplicating every action of the operational fuze system
during programming with the ADU-833/E HTSF Ground Setter Unit (GSU). b)
capable of duplicating every action of the operational fuze system
during weapon build up and loading; c) identical components and
packaging (fuze, FZU, lock ring, lanyards, adaptor cables, associated
hardware, and M548 container dunnage); d) identical external component
characteristics (dimensions, materials, electrical connections,
appearance); e) weight and center of gravity within 10 percent of
operational fuze system; f) meet the same storage and operating
environmental qualification requirements for ground operations and
captive carry flight; and (2) Deliver production FMU-159(D-1)/B
training kits in accordance with the required schedule. An initial

quantity options of up to 50 kits each. The GSU consists of an HTSF
Adaptor Unit (HAU) and Self-Test Adaptor (STA). The GSUs are necessary
to support FMU-159/B HTSF mission data programming. The HAU is a smart
cable which interfaces with the Common Munitions Bit Reprogramming
Equipment (CMBRE) and FMU-159/B HTSF fuzes. The HAU is used to program
mission data into the HTSF. The STA is used for HAU BIT. Delivery of
the initial procurement of GSUs is required by March 2002 to support
Navy initial operational capability in September 2002. Additional
option deliveries shall be completed within 14 months of option
exercise. ATK is the only known qualified source to perform this
effort. ATK is the prime contractor for FMU-159/B fuze system, and has
the only operable manufacturing capability for the GSU. The government
does not have a Technical Data Package for the GSU, and does not own a
Reprocurement Data Package. The GSU HAU contains ATK proprietary
software. The Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302-1. Interested parties may
submit statements of capability (SOC) demonstrating their ability to:
(1) Produce Ground Setter Units (GSU). The GSUs must meet the following
requirements: a) capable of duplicating every action of the ATK
designed GSU for programming live FMU-159/B HTSF fuzes, and
FMU-159(D-1)/B HTSF trainers; b) must interface with the FMU-159/B,
FMU-159(D-1)/B, Common Munitions Bit Reprogramming Equipment (CMBRE),
and HTSF Munitions Application Program without change to these items;
c) similar and compatible external component characteristics
(dimensions, materials, electrical connections, appearance); d) meet
the same safety, storage, andoperating environmental qualification
requirements for ground operations; and (2) Deliver production GSUs in
accordance with the required schedule. Responses will be evaluated
based upon knowledge of the FMU-159/B D-1 and D-2 training kits and
Ground Setter Unit (GSU), and the capability to produce and qualify
training kits and GSUs to meet the required delivery schedules. The
closing date for submission of qualifications is 15 days after date of
publication of this notice. This is not a request for proposal and is
not to be construed as a commitment by the government. Interested
