The Ohio Army National Guard intends to contract with Fairchild Aerospace Inc. to purchase and install a new Flight Management System (FMS) that performs global position system (GPS) in the C26 aircraft. The only FMS GPS approach system that will couple with the aircraft flight director and autopilot system is the Bendix/King GNS-XLS FMS. The proposed contract action is for supplies and services which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. Fairchild Aircraft is the only contractor that currently has a Federal Aviation Administration (FAA) Standard Type Certification (STC) to install a FMS GNS-XLS in the C-26 aircraft. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 3 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. All responsible sources may submit a bid, proposal or quotation, which shall be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
