The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-42. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is an open market modification to a task order under GSA schedule to obtain Other Direct Costs from sub-contractors that cannot be separated from the procurement. These items will be integrated into the system. This modification is to add additional services, hardware & software to an existing order. This procurement is to provide more timely quality soldier data & mail processing optimization through productivity-enhancing technology, problem-solving methods and tools. This will support AR-PERSCOM'S recently approved strategic goal of improving the sharing of personnel data among the Command's internal and external systems as well as the Army Reserve for quality and customer service to maximize customer satisfaction. This procurement is for the Army Reserve Personnel Command & Information Systems Activity in St. Louis, MO. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
