Force Research Laboratory, Rome Research Site, Information Directorate
(AFRL/IF) is soliciting proposals for a sixty (60) month effort
focused on supporting Air Force mission to maintain and improve DoD
Intelligence capabilities. This effort will provide system engineering,
software engineering, integration management and configuration
management support to Department of Defense Intelligence Information
System (DoDIIS) and the US Intelligence Community worldwide. The
approach is to provide analysis, design, development, integration
management, system and network administration/operation and testing to
support the maintenance and evaluation of existing systems and to new
development systems, and the generation of technical documentation
detailing the above activities. In the course of performance, personnel
will interface with various agencies in the Washington DC area through
visits and electronic means, and technical visits will take place at
various DoDIIS and U.S. Intelligence Community sites worldwide.
Personnel will also provide technical support to AFRL/IFE to assist in
the analysis, design, development, integration, testing and evaluation
of DoDIIS Migration Systems and provide support to US Intelligence
Community activities. A technical library relating to the umbrella
contract of this acquisition is available for review by potential
offerors at the following URL: http://www.eps.gov. Any questions
relating to the technical library web page should be communicated to
the Laboratory Program Manager, Melvin G. Manor, Jr. 315-330-3304. A
technical library relating to the initial order will be available after
solicitation release for review by Offerors during proposal preparation
period. The library is located at Air Force Research Laboratory, Bldg.
240, Rome, New York. Access to the library may be gained by contacting
Dennis Jones, Area Code 315/330-4489 or Melvin Manor, Area Code
315/330-3304 at least forty-eight hours in advance. The library
contains technical data subject to export control. Priorto review,
Offeror must submit a copy of its approved DD Form 2345, "Military
Critical Technical Data Agreement," along with a letter from the Data
Custodian designated on that form, authorizing access by whomever will
be reviewing the library. The DD Form 2345 and letter of authorization
should be submitted to Attn: Dennis Jones, Air Force Research
Laboratory/IFEB, 32 Brooks Road, Rome NY 13441-4114. The library
contains SCI technical data. Your sponsoring organization must submit
verification of SCI clearances to Air Force Research Laboratory/IF SSO,
Attn: Dennis Jones, 32 Brooks Road, Rome NY 13441-4114. The successful
contractor may receive and/or generate technical data subject to
export control in the performance of the contract. Therefore,
prospective offerors must provide a completed and approved DD Form 2345
which certifies the offeror is on the Certified Contractors Access List
(CCAL) or the offeror is seeking application to CCAL. The successful
offeror must have a completed and approved DD Form 2345 prior to award.
For further information on CCAL, contact the Defense Logistic Service
Center at 1-800-352-3572. Foreign participation is excluded at the
prime contractor level. Top Secret (Facilities and Safeguarding)/SCI
clearances will be required for performance. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be "significant
concerns" and should be communicated directly to the Contract
Specialist, Kathleen A. Woodard, Phone 315-330-7529. The purpose of the
Ombudsman is not to diminish the authority of the contracting officer
or program manager, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Lt. Col. Ralph Lentz,
Chief, Contracting Division, at 315-330-7746. When requested, the
Ombudsman will maintain strict confidentiality as to the source of the
concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. The Ombudsman should only
be contacted with issues or problems that have been previously brought
to the attention of the Contract Specialist/Contracting Officer and
could not be satisfactorily resolved at that level. The entire
solicitation will be issued on the Electronic Posting System (EPS),

on "Posted Dates". The EPS offers a registration service that will send
an e-mail notification when a change is made to this announcement. To

addition to this registration, any prospective offerors interested in
submitting a proposal for this solicitation must register by e-mail

to be placed on the List of Interested Parties. Include your company
name, address, telephone number and point of contact, fax number,
e-mail address and Commercial and Government Entity (CAGE) code. The
Contract Specialist will post this list on EPS along with the
solicitation to facilitate subcontracting and teaming opportunities
only. Offerors registering their name either on EPS or with the
Contract Specialist should not conclude that they will receive a paper
copy of the solicitation in the mail. Paper copies will not be
available. The solicitation and any amendments thereto will only be
available by downloading the documents from the EPS. All prospective
offerors are responsible for monitoring this site for the release of
amendments (if any) or other information pertaining to this
solicitation. Draft solicitation is expected to be released on or
around Aug/Sep, 2000. The solicitation is expected to be released
approximately one month after the issuance of the draft solicitation.
