The Government intends to solicit and negotiate on a sole source basis with Pennsylvania State University, University Park, PA to provide continuous monitoring of precipitation on a daily basis according to the methods specified by the AIRMoN Central Analytical Laboratory in Champaign, IL, National Atmospheric Deposition Program and Canadian CANSAP network for the NOAA Air Resources Laboratory, Silver Spring, Maryland. Period of performance is October 1, 2000 thru September 30, 2001. Authority: 41 USC 253(c)(1). Pennsylvania State is the only known source capable of providing the required monitoring. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide the required system. Copies of the solicitation will only be provided in response to written or faxed requests received directly from the requestor.
