NASA/MSFC plans to issue a Request for Quotation (RFQ) for the Upgrade,
Transfer and Validatation of the Baseline Comparison
System(BCS)Database at the MSFC Virtual Research Center(VRC). Upgrade,
Transfer and Validate BCS: The Operability, Reliability,
Maintainability and Supportability/ Cost (ORMS/C) Baseline Comparison
System (BCS) is an aggregated database of launch vehicle and aircraft
information pertaining directly to ORMS/C characteristics that allows
detailed analysis of existing systems and projections for conceptual
systems. The goal is to 1) reduce cost through increased systems
functionality, reliability and operability by employing systems
analysis techniques with comparisons traceable to actual rocket and
aircraft data and projected technology improvements, and 2) incorporate
and apply proven analysis and simulation COTS tools in the VRC to
better communicate and understand the overall integrated system. This
effort is intended to re-establish the existing BCS database on an MSFC
server, update and upgrade the COTS software and verify the data,
functionality and internet accessibility of the database. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase the items from Lockheed
Martin Astronautics, P.O. Box 179, Denver, CO 80201. This sole source
is based on system capatibility and predominate experience. The
Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on August 25, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
