modify contract number DAHC94-96-D-0003 with Computer Sciences
Corporation (CSC) on a non-competitive (sole-source) basis to extend
the ordering period for two years (from 30 September 2000 to 30
September 2002) in order to allow the Government to continue to acquire
software development and related services and incidental products in
support of DoD Information Infrastructure (DII) pilot projects. CSC
will be required to modify and integrate JCALS software products in
support of these DII projects. These products were developed by CSC as
components of the Joint Technical Manual (JTM) application, which is
still under development, to provide the capability for global data
management, security, workflow management, configuration management,
reference library, and PC client. CSC will be required to develop
interfaces between these products and DoD legacy data repositories and
to develop user interfaces in the form of screens to facilitate data
acquisition, retrieval, and presentation back to the user. CSC will
update the JCALS master data model as required. In addition to these
services, installation, testing, demonstration, training, maintenance,
and purchase of incidental items may be required. CSC is the only
vendor who has the required experience and knowledge regarding these
JCALS software products to provide the required services. Until source
code and documentation for the JTM application, which includes the
JCALS software products, are delivered in the fourth quarter of FY
2002, no other vendor can provide these services. Responses to this
synopsis from interested vendors shall be submitted electronically to
the Contracting Officer at rsturg@hoffman-issaa2.army.mil within 45
days. Responses shall establish that the vendor has the JCALS
experience, knowledge, and capability to perform the required services.
