This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposals (RFP) R8-12-00-51. Offers are to be received by 2:00 p.m. EST 09/11/00. Offers shall be mailed to the address shown in this announcement or faxed to Delia Heath at (803)561-4004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. Contractor shall provide two (2) pieces of equipment, without operator, appropriate for removing midstory in Red-Cockaded Woodpecker Colonies and foraging areas, to USDA Forest Service, Francis Marion National Forest for a period of six (6) months. Following is a description of the minimum requirements. Equipment shall be equipped with a covered cab, winch, H/AC, track with a total machine width from 7ft. to 10ft., a front facing seat, HP range from 180 HP to 450 HP and a flail cutter head. Offer shall include maintenance (parts and labor) and a response time of 24 hours. If machine is inoperable for 72 hours the Contractor shall provide a replacement. Prices quoted shall be FOB destination Witherbee Ranger District Office, Moncks Corner, SC. Award shall be made based on the offeror providing best value to the Government and may be made without discussions. Offeror shall submit completed copy of FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial items (OCT 1998) with their offer. The following clauses apply to this acquisition: FAR clauses 52.212-4, Contract Terms and Conditions -- Commercial Items (APR 1998) and 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders -- Commercial items.
