This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-00-Q-0297 is hereby issued as a request for quotation (RFQ). The proposed contract is 100% set-aside for small business concerns. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 and DCN 20000627. The Standard Industrial Classification Code for this procurement is 7378 and the size standard is $18.0M. This requirement is for the following: CLIN 0001 1 Lot Hewlett-Packard 82000 Test System Support. The base maintenance period shall commence upon contract award and continue for one year thereafter. Two one-year options will be included. System support for the HP82000 shall include all labor, parts, and materials necessaryto maintain all components of the system in good operating condition. The work shall be performed at NAVSURFWARCENDIV Crane Division, Crane, IN, and commence the next working day after a problem is reported when the problem is reported between 8:00 a.m. and 5:00 p.m. Eastern Standard Time, Monday through Friday. The work shall continue, uninterrupted, until the system is operational or as long as reasonable progress is being made. The support shall include engineering improvements, preventive hardware maintenance, and periodic system calibration. The support shall include access to Agilent SupportLine electronic support. The support shall include an HP82000 Software Update Subscription. This will provide updates to all components of the HP82000 software environment including license, documentation updates on paper, and software updates on DDS tape cartridge. The support shall include access to the HP82000 Response Center. This will provide assistance by phone on how to use the system capabilities in IC test applications for one authorized caller and one alternate caller. Delivery is required F.o.B. Crane, IN 47522. Final inspection will be at NSWC Crane, IN. Selection for award will be based on lowest delivered price for the HP-certified offeror offering the service compatible with the Hewlett-Packard equipment. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm-fixed-price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government.
