This is to provide advance notice that SP4410-00-R-3004, Commercial Activities A-76 solicitation for Document Automation and Production Service (DAPS) will be issued on or about October 17, 2000. Approximate closing date will be December 15, 2000. This RFP will be a single award for document automation and production services for the continental United States. This RFP will be a hybrid indefinite delivery, indefinite quantity contract with a minimum and maximum for each period. This RFP will result in a contract with a 3-year base period and 2, 1-year option periods. At this time, the intention is to also offer 2, 1-year incentive options. The resulting contract will include a minimum transition period of 90 days with a maximum transition period of 360 days. The Standard Industrial Code (SIC) conversion to the North American Industry Classification System (NAICS) effective October 2000, is 323114, Quick Printing. The commercial competition will be based on a combination of the following evaluation factors listed in the order of precedence: 1)technical; 2)past performance; 3)price/cost; 4)management proposal; 5)socioeconomic proposal; 6)Javits-Wagner O'Day (JWOD) proposal; and 7)Mentoring Business Agreement (MBA) proposal.
