National Library of Medicine (NLM) is charged with preserving
biomedical literature. The purpose of this requirement is the
microfilming of brittle volumes of biomedical literature. A second,
separate requirement for the preparation of brittle volumes for
microfilming is being solicited concurrent with this requirement.
Preservation microfilming requires consistent adherence to high
standards for the production of microfilm. To ensure that film produced
is of archival quality, American National Standards Institute and
Research Libraries Group guidelines and NLM requirements for
photographic processes must be met consistently. Quality control of all
steps is essential. It is anticipated that about 25,000 brittle volumes
and about 175 volumes in color will be microfilmed by the contractor
over the life of the contract. Volumes will be prepared under a
separate contract for preparation. The Contractor shall: 1) Produce
technical targets; 2) Follow special filming instructions provided for
individual books; 3) If needed, and if approved by NLM, disbind
volumes; 4) Produce camera masters on high-contrast, continuous-tone,
and color microfilm, as specified by NLM; 5) Produce print masters and,
when requested, service copies; 6) Treat print masters with polysulfide
solution; 7) Perform technical, physical, and page-by-page
bibliographic inspection of film; 8) Correct all filming errors; 9)
Fill out an NLM inspection form for each camera master reel; 10) Box
and label each reel; 11) Return microfilm and filmed volumes to NLM;
and 12) Perform rework as needed. Work under this contract will be
performed at the Contractor's offsite microfilming facility. It is
anticipated that a one-year fixed price, indefinite delivery
(indefinite quantity) contract with options for four (4) successive
one-year option periods will be awarded on or about March 1, 2001. It
is anticipated that RFP NLM 00-109/DJH will be available on or about
September 12, 2000. RFP NLM 00-109/DJH will be available in paper
format only. Electronic copies will not be issued. All responsible
sources may submit a proposal which will be considered by the National
