of Requirement: The Office of Thrift Supervision (OTS), 1700 G. St.
N.W., Washington, D.C. intends to negotiate a sole source contract with
Fair, Isaac, & Co., Inc., 200 Smith Ranch Road, San Rafael, CA. 94903
to provide training courses on the principles of credit scoring using
the company_s credit scoring model entitled _Making Bureau Scores Work
for You._ The Government intends to acquire these training courses as
a commercial item purchase using Federal Acquisition Regulations (FAR)
Part 12 and the Simplified Acquisition Procedures of FAR Part 13.5. The
content of these courses is specified below under Description of
Services. Responsible firms may submit a written response to this
notice. Oral proposals will not be accepted. The government intends to
award a firm-fixed price contract only after determining Fair Isaac
and Co_s proposal to be the most advantageous to fulfill the
requirement. Award will be on an all-or-none basis and will not be
split. This notice is a combined synopsis/solicitation for commercial
items prepared in accordance with the format of FAR Subpart 12.6, as
supplemented with additional information included herein, and
constitutes the only solicitation. This combined synopsis/solicitation
document incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-18. A proposal in response to this notice
should include: 1. Price Proposal -- a firm fixed price to provide the
training course (indicate if price includes contractor travel); one
course price for the base and each of the 4 option years (up to 16
courses may be requested over the contract term); 2. Technical Proposal
_ a brief description of the firm, discussion of how the firm will
provide the services specified below and the benefit to the government.
Three past performance reference name and phone numbers for similar
projects. 3. Completed Representations and Certifications specified
below. All questions regarding this combined synopsis/solicitation must

Acquisition Regulation (FAR) Provisions apply to this solicitation:
52.212-1, Instructions to Offers_Commercial Items; 52.212-3, Offeror
Representations and Certifications_Commercial Items. The
Representations and Certifications (Provision 52.212-3) which must be
completed and submitted with the proposal are located under FEDERAL
ACQUISITION REGULATION at http://www.arnet.gov/far/ Description of
Services: Introduction -- The OTS requires a contractor to conduct a
training course covering the principles of credit scoring. During the
past several years, an increasing number of banks regulated by OTS use
bureau scores to develop marketing plans, underwrite and service
consumer, mortgage and, increasingly, business loan portfolios. In
order to adequately assess the risk to a bank and determine the level
of compliance with various consumer regulations, it is important that
OTS examiners understand the concepts of bureau score development and
their use as a risk management tool. It is intended that Credit Scoring
School (CSS) be offered to a mixed audience of Safety and Soundness and
Compliance examiners. Proposed Course Structure -- CSS is anticipated
as a three-day program. The first two days will be devoted to a review
of the technical aspects of scorecard development and will cover the
entire process from basic bureau score development and concepts to
account management. Appendix A shows the proposed seminar agenda. The
contractor will be responsible for conducting the first two days of the
training course. The course content will follow the major headings
outlined in Appendix A. The third day of the CSS will be developed and
presented by OTS staff. In general, this day will cover examination
techniques and issues, legal concepts and other issues relating to
compliance with consumer regulations. If awarded a contract, Fair Isaac
and Co_s. credit scoring model, _Making Bureau Scores Work for You,_
will be modified by the company to include: . Pooled Data Models .
Small Business Scoring . Marketing to Existing Customers . Industry
Options . Bankruptcy Score Concepts . Next Generation Scorecard
Development Course Offerings -- It is anticipated that the pilot
offering of CSS will be held during the fourth quarter of 2000. During
CY 2001, approximately five CSS courses will be scheduled and held in
OTS_s five main regional offices throughout the year (Atlanta,
Chicago, Dallas, New Jersey, San Francisco). Contract Period -- Base
contract period, date of award through 1 year with 4 one year option
periods thereafter. The first pilot course is to be held in November,
2000. All courses thereafter will be ordered by issuing delivery

CONTRACT OFFICER_S TECHNICAL REPRESENTATIVE (COTR) _ Designated at
contract award. TERM OF THE CONTRACT -- The contract term is from date
of award through one year with 4 one year option periods. Proposal
Evaluation Factors -- The following factors will be used by the OTS to
evaluate proposals: . Experience in the design, development, and
implementation of a currently used large credit scoring model
equivalent to Fair Isaac_s model. Model must be in use by the major
credit reporting agencies; . Experience in developing specialized or
custom credit scoring systems; . Demonstrated experience in providing
training programs on: the credit scoring process; how large credit
scoring models are developed and used such as Fair Isaac_s model; risk
analysis and portfolio management; and, regulatory and compliance
issues; . Proven record of satisfactory customer service demonstrated
through references from other similar jobs. (Provide the names and
numbers of 3 references with quote); . Price. Contract award will be
made after determining conformance with this combined
synopsis/solicitation as well as a determination of the most
advantageous offer to fulfill this requirement using the above
evaluation factors. The following FAR clauses will apply to any
contract resulting from this solicitation: 52.212-4, Contract Terms and
Conditions_Commercial Items; 52.212-5, Contract Terms and Conditions
required to Implement Statutes or Executive Orders_Commercial items.
