This solicitation will be issued as a performance contract, best value basis with technical and price proposals required. Technical proposals will be evaluated on the factors listed in the solicitation and will include past performance in similar work, performance narrative and project schedule. The work includes all labor, materials, supplies, equipment, transportation and supervision to repair the existing timber bridge #1938. Bridge 1938 shall be repaired and upgraded to a Cooper E-80 loading in accordance with the American Railway Engineering Association (AREA) Chapters 7 & 8. The contractor is responsible to provide all new structural members and all work required to meet the Cooper E-80 Loading designed by a Professional Structural Engineer and installed. The design calculations and sketches shall be stamped by a Professional Engineer who has a background in structural engineering and at least five years experience in design of timber bridges. The contractor shall perform work in accordance with the specifications and the NAVSEA Crane Contractor's Operations Manual. All old timber stringers shall remain the property of the Government and shall be taken to the Material Salvage Storage Site. Contractor shall provide 3 copies of all calculations and sketches required such that the existing Bridge #1938 is upgraded to meet the Cooper E-80 loading. A study of Bridge #1938 was performed by KZF of Cincinnati, Ohio. A copy of the study will be issued with the solicitation. This proposed contract listed here is a Small Business Set-Aside. The Standard Industrial Code (SIC) is 1622 and the Size Standard is $27.5 Mil. Cost Range Under $100,000. Approximate release date is August 10, 2000.
