laura.maclea@natick.army.mil. The US Army Materiel Command Acquisition
Center, Natick Contracting Division, has an immediate requirement to
procure a design configuration (drawings) and up to 200 test samples of
a one-time replacement D-ring to be used on fielded personnel parachute
harnesses. The replacement D-ring must have the same form, fit, and
function as the current D-ring (NSN 5365-01-278-0418), P/N 11-1-485),
except for the requirements of a removable pin or bolt to allow for
replacement in the personnel parachute harness and increased strength.
The removable pin or bolt shall be provided with a positive locking
mechanism to prevent the D-ring from loosening once installed. The
positive locking mechanism must be easily inspected by the rigger
during parachute packing and by the Jump Master during the parachutist
inspection. The D-ring shall withstand a proof load of 8,800 lbs
without permanent deformation and be able to withstand a minimum of
12,100 lbs without breaking, when tested in a metal fixture. The
Government intends to engage at least two contractors to design and
deliver D-ring test samples. The ultimate goal is to obtain drawings
that could be used to procure (full and open competition) an estimated
165,000 D-rings that will be used for a one-time replacement of
undersized D-rings currently in the field. The applicable SIC Code 3499
for this effort for the purpose of this requirement any concern having
less than 500 employees is considered a Small Business. Firms
responding shall indicate whether or not they are a small or small
disadvantged business concern. Any information submitted will not be
returned. If a firm chooses to submit samples, no payment will be made
by the Government for such samples. No solicitation document exists at
this time, however, a Request for Quotes will be posted on the web on
