This is a notice to negotiate with Ruska Instrument Corporation, 10311
West Park, Houston, Texas 77042, on an other than full and open
competitive basis to purchase Portable Pressure Gages. The Government's
requirement consists of 6 each, part number 7220-0019 with IEEE, and 6
each, part number 7220-0050 with IEEE. Calibration and warranty
stickers for each of the gages are required. These models are also
equipped with an IEEE-488 General Purpose Interface Bus (GPIB). The
GPIB is a mandatory requirement for use with the CASS system for
automated calibration and testing. Without this GPIB capability the
pressure gages are not compatible and interchangeable with other
calibration standards and procedures. This type of pressure gage is
required for use in CASS systems to calibrate CASS standards so that
the CASS can operate within specifications. The CASS system Test
Program Set (TPS) software program which drives the 7220-19 and the
7220-50 is only compatible with the 7220-19 and 7220-50 and the
protocol used by Ruska on the 7220-19 and 7220-50 is proprietary. To be
compatible in form, fit, and function another manufacturer's
instruments would need to meet the analog specification requirements
and also "emulate" the operation of the 7220-19 and 7220-50 via the
GPIB operating flawlessly with the TPS. This seamless substitution is
called "Plug and Play." These Portable Pressure Gages are being
procured for use with NAVAIR Instrument Calibration Procedures (ICP's)
17-20MP-201L and 17-20MP-204 for the calibration of Consolidated
Automated Support Systems (CASS). The ICP's were written to provide
calibration support of calibration standards in the NAVAIR Metrology
and Calibration Program (METCAL). The Portable Pressure Gages have been
requested specifically for the NAVAIR METCAL Program as initial
outfitting standards to support the calibration workload generated by
the deployment and stand up of new CASS systems. The ICP's are written
specifically around use of these particular Protable Pressure Gages
because of the method used for measuring pressure and the use of the
GPIB interface for automation-a mandatory requirement. The mating
requirements for the TI's require the use of these Portable Pressure
Gages. The government intends to negotiate on a sole source basis with
Ruska Instrument Corporation of Houston, Texas, who is the only known
source. The applicable SIC Code is 3823. Requests for a copy of the
