This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PS-2000-648, and is issued as on Request For Quotation (RFQ). The solicitation/contract includes all applicable provisions and clauses in effect through the Federal Acquisition Circular 97-17. This requirement is a Small Business set aside. The Standard Industrial Classification (SIC) code is 3826, Size Standard 500 employees. The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) intends to purchase the items listed below to upgrade an existing 16 channels Stopped-Flow system which was constructed by NIH researchers with parts manufactured by Tennelec, Ortec, Phillips and Kinetic Systems. The new items must integrate 8 timing channels and all other functions into a PC card and router to aggregate 1,000,000 events per second and fifty fold improvement in throughput. The combination for 8ch/ card, under 2% DNL, picosecond resolution and megahertz throughput is required. The SPC-630 and HRT-81 system shall have high resolution, high throughput, DLL and source code access to customize the card parameters to our existing Stopped-Flow system to rapidly acquire data about protein -- DNA interactions size, flexibility and distances between sites. The Government's desired delivery and acceptance schedule is less than 67 calendar days from the contract award date. The provisions of FAR Clause 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The contractor must submit descriptive literature of the product quoted and the itemized price list. The Government intends to evaluate offers and award a contract without discussions with contractors. Therefore The initial offer must contain and meet all the Government specifications. The Government reserves the right to conduct discussions if the Contracting Officer later determines to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The award will be made based upon adherence to system specifications/requirements, lowest price, and delivery time after receipt of order. The contractor must include the DUNS number, a completed copy of the provision of FAR Clause 52-212-3, Offeror Representations and Certifications Commercial Items with its offer.
