The Naval Air Warfare Center, Aircraft Division, in Lakehurst, NJ intends to enter into negotiations on a sole source basis with Technology for Energy Corporation (10737 Lexington Drive Knoxville, TN 37932-3294) for development and production of (1) each of Technology for Energy Corporation Model 1700E and 2020E. The specification calls for a vibration analyzer with accessories (1700E) and a probalancer with accessories (2020E). These items are for F402 support equipment and Technology for Energy Corporation is the only responsible source; no other supplies will satisfy agency requirements. As a minimum, the contractual obligations required by this specification are: 1) the items shall perform vibration surveys on the F402-RR-406, 408, and 408A engines for the AV-8B Harrier and 2) the items shall be lightweight and portable with flexibility in comparison to industry standards. The delivery will be within 90 days. Interested firms may identify their desire and capability to respond. This notice is not arequest for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the Government's discretion. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
