Standards and Technology (NIST) has a requirement for a Gas
Chromatographic Mass Spectrometer Detector System (GC-MSD). This system
is required to provide for the identification of individual organic
compounds. NIST intends to enter into a sole source contract with
Gerstel, Inc. of Baltimore, MD, under the authority of 41 USC 253(c
)(1) -- only one responsible source. The requirement, for a Gerstel,
Inc. cooled injection system with the Agilent GC-MSD system, is crucial
for the special expertise that Gerstel, Inc. provides in the way of
hardware and software to combine their cooled injection system with the
Agilent GC-MSD system. Gerstel, Inc. works only with the Agilent GC
system, to provide a single system free of any incompatibilities.
Additionally, it is critical that the new system be completely
compatible, both electronically and software related, with NIST's
existing thermal desorption system and preparative fraction collector,
for the separation and isolation of individual organic compounds for
stable isotope analysis. -- Delivery of the system is required within
56 days after receipt of order. -- The Government anticipates the award
of a fixed price purchase order. The Government intends to solicit and
negotiate with only one source under the authority of FAR 13.106-1(b).
Interested firms may identify their interest and capability to respond
to the requirement. This notice of intent is not a request for
competitive quotations. However, responses received with seven (7) days
after the date of publication of this synopsis will be considered by
the Government. A determination not to compete this requirement, based
upon responses to this notice, is solely within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
Written responses to this synopsis are required to contain sufficient
documentation to establish a bona fide capability to fulfill the
requirement. A solicitation will not be issued. Posted 08/11/00
