notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). QUANTITY OF ONE (1) EACH OF THE FOLLOWING PER
SPECIFICATIONS AS LISTED BELOW: Digital Camera Specifications For
RFQ-3-157479 The scientific grade digital camera system will perform to
the following minimum specifications. It shall come as an integrated
system including the camera, shutter, controller with power supply,
image acquisition board, cabling, software, and documentation: 1.
16-bit resolution analog-to-digital converter, and 16-bit usable
signal-to-noise ratio. 2. Full well charge capacity of >60,000
electrons / pixel 3. The array shall be back-illuminated for increased
sensitivity. 4. The array size shall be at least 1024 x 1024 pixels.
5. The array image format shall be 1" diagonal, or less. 6. Readout
speed of at least 1 frame per second at full resolution; 2 x 2 or
higher binning mode for higher frame rates. A slow readout mode shall
be available to reduce readout noise. 7. The CCD shall be cooled with
a thermoelectric cooler, which in turn shall be air cooled. 8. The dark
current shall be less than one electron per pixel per second, when at
the operating temperature. 9. The camera body shall accommodate a
C-mount lens, and shall include an adapter for a Nikon F-mount lens.
10. The shutter shall be controllable in gated mode using a
user-provided 5 VDC TTL signal. A shutter status output signal shall
also be available to the user. 11. An analog RS-170 video output shall
be provided for high resolution focusing. 12. Image acquisition card
shall have a half-length PCI card format. 13. Power supplies shall run
off 120 VAC line. 14. Software shall be compatible with Microsoft
Windows 98, Windows 2000, and Windows NT. 15. Software shall include
drivers, libraries, and high level graphical user interface for
acquisition, display, and image processing. Complete documentation
shall be provided, with sample application source code. 16. Complete
documentation shall be provided for the camera, controller, and
acquisition board. Documentation shall cover operation, interfacing,
data formats, and circuit diagrams. IF QUOTING AN EQUALS, DETAILED
DESCRIPTIVE LITERATURE AND OR ANY DRAWINGS OR SPECS MUST BE INCLUDED.
The provisions and clauses in the RFQ are those in effect through FAC
97-16. This procurement is a total small business set-aside. See Note
1. The SIC code and the small business size standard for this
procurement are 3861 and 500 Employees, respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to THE NASA GLENN RESEARCH
CENTER is requiredwithin SIXTY (60)days ARO. The award for this
procurement may be decide on the delivery as well as all other listed
factors below. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9. Quotations for the items(s) described above
are due by 4:30 P.M. on August 16, 2000, and may be mailed or faxed to

EXCEPTIONS! ANY AND ALL QUESTIONS REGARDING THIS PROCUREMENT SHALL BE
MADE ON OR BEFORE 4:30 P.M. ON AUGUST 15, 2000, NO EXCEPTIONS! ALL
SPECIFICATIONS MUST MEET OR EXCEED THE LISTED REQUIREMENTS, NO
EXEPTIONS! ANY QUOTES RECEIVED AFTER 4:30 P.M. ON AUGUST 16, 2000 WILL
NOT BE CONSIDERED, NO EXCEPTIONS! If the end product(s) quoted is
other than domestic end product(s) as defined in the clause entitled
"Buy American Act -- Supplies," the quoter shall so state and shall
list the country of origin. The Representations and Certifications

performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
