The Naval Air Warfare Center, Aircraft Division, in Lakehurst, NJ intends to enter into negotiations on a sole source basis with MTS Systems Corporation (1400 Technology Drive Eden Prairie, MN 55344-2290) for development and production of (1) each of MTS Systems Corporation Model 493.10 Controller. This is a direct replacement part for an existing electro-hydraulic test system. The specification calls for a multi-station, multi-channel digital electro-hydraulic control system. As a minimum, the contractual obligations required by this specification are: 1) provide all electronic and software components necessary to complete four independent electro-hydraulic control loops except the external feedback transducers, 2) provide two each two-channel hydraulic service manifolds, 3) successfully operate in load and stroke control on the existing MTS Model 312.21, 4) remove the existing MTS Model 490 TestStar Control System (the scrap value of this item shall be applied to the current purchase), 5) provide a test surveillance camera with accessories, 6) provide a stand-alone, portable, hard disk based data recording system, 7) provide two electrical test meters for troubleshooting, 8) provide three movable mass storage drives, and 9) provide a laser printer for producing hardcopy records. The performance period will be over the course of four months. Interested firms may identify their capability to respond. This notice is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the Government's discretion. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
