This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. UNICOR, Federal Prison Industries, Inc. intends to enter into a firm, fixed price requirements type contract for a period of three years. The items to be procured are four component parts for chairs. The Solicitation number is MT569. The Standard Industrial Classification Code (SIC) is 2522 and the Small Business size is 500 employees. This requirement is a 100% Small Business Set-Aside The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 as of June 06, 2000. Discounts for payments, if offered, will not be considered in evaluation for award. The item descriptions are as follows: Line item 0001 is 1883, Rear-leg, 23.25"X7/8"OD.13GA* Rear Leg for 1883 chair frame. Tube is made from ASTM-1018 mechanical tubing. Part dimensions are 23.25" long, 7/8"OD. 13 gauge / .95"wall thickness. DRAWING #P0043-01. UNICOR item number is CPCHAIRTUBE01. Estimated quantity 7,500 each. Line item 0002 is 1883, Front-Leg, 23.25"X7/8"OD, 13 GA* front leg for 1883 chair frame. Tube is made from ASTM- 1018 mechanical tubing. Part dimensions are 23.25" long. 7/8" OD, 13 gauge / .95" wall thickness. DRAWING# P0043-02. UNICOR item number is CPCHAIRTUBE02. Estimated quantity 7,500 each. Line item 0003 is 1883, Side-tube, 16.375X 7/8" OD, 14 GA* Rear leg for 1883 chair frame. Tube is made from ASTM-1018 mechanical tubing. Part Dimensions are 16.375" long. 7/8" OD, 14 gauge .083" wall thickness. DRAWING # P0043-03. UNICOR Part Number is CPCHAIRTUBE03. Estimated quantity 7,500 each. Line item 0004 is 1883, Cross-Tube, 15.125"X7/8"OD, 14GA* Left to Right Cross Tube from Chair frame. Tube is made from ASTM-1018 mechanical tubing. Part dimensions are 15.125" long, 7/8" OD, 14 gauge / .083" wall thickness. DRAWING # P0043-01. Estimated quantity 7,500 each. This solicitation will result in a firm, fixed price requirements type contract. The quantities are estimates only and shall not obligate the Government. The contract will be awarded for the UNICOR factory located UNICOR, Federal Prison Industries, Inc., 2600 S. Second Street, Pekin, IL 61554. The proposals will be evaluated using the following Best Value criteria: Price, Past Performance, Delivery, and Technical. Technical will include the item specifications and drawings included in the solicitation. Interested contractors may submit proposals to UNICOR, Federal Prison Industries, Inc., Material Management Branch, 320 First Street, N.W., Washington, DC 20534. ATTENTION: BID CUSTODIAN, reference the solicitation number on the outside of the package. All responsible/responsive contractors will be considered for award. Delivery will be FOB Destination prices. Place of Performance is UNICOR factory located 2600 S. SecondStreet, Pekin, IL 61554. Period of Performance is from date of award through three years thereafter. Delivery of all items is due on or before 30 calendar days after receipt of order. Delivery orders will be placed by authorized personnel at Pekin, IL and/or Central Office in Washington, DC with the exception of the designated Contracting Officer's Technical Representative (COTR). The Contracting Officer's Technical Representative (COTR) is Mr. Steve Sellers at UNICOR in Pekin, IL. Variations in quantities for each delivery order is plus or minus zero (0%). FAR clause 52.216-18, Ordering applies. Orders may be issued from the date of award through three years thereafter. The contractor shall only deliver items specified on the delivery order. Items shipped without a delivery order will be returned to the contractor at the contractor's expense. The contractor will ensure wrapping and packaging of the material, FAR clause 52.216-21 applies. The contractor shall not be required to make deliveries under this contract after 30 calendar days from the expiration date of the contract. The delivery order limitations for the line items are as follows: Minimum quantity for each line item is 500 each; Maximum quantities will be 5,000 each and maximum quantity for each delivery order is 20,000. The provision of FAR 52.212-1, Instruction To Offerors -- Commercial applies to this acquisition, FAR clause 52.212-2 Evaluation Commercial Items is applicable. Each offeror is required to provide past performance information for the same or similar items for two of the most recent contracts include the following information: Contact person and company, telephone number, Contract number, Dollar value of the contract, and the product provided. The Government reserves the right to make award on the initial proposal received without discussions. Offerors shall submit signed and dated offers on SF 1449 or Company Letterhead stationary to UNICOR, Federal Prison Industries, Inc., Material Management Branch, 320 First Street, NW, Washington, DC 20534. Offers must be received no later than the closing date Thursday, August 31, 2000 at 1:00 PM ET. The proposal must include the company name, address, telephone number, technical description of the items being offered in detail to evaluate compliance with requirements in the solicitation: price, a completed copy of Representations and Certifications -- Commercial Items and acknowledgement of all amendments, if applicable. Offeror will hold prices for 60 days from date specified for receipt of offers. If the offer is not submitted with a signed SF 1449, submit on company letter a statement specifying agreement with the terms, conditions, and provisions included in this solicitation. Offers that fail to furnish required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration FAR clause 52.212-4, Contract Terms and Conditions, -- Commercial Items applies to this acquisition. FAR clause 52.212-5, Contract Terms and ConditionsRequired to Implement Statutes or Executive Order- Commercial Items applies. The Government intends on awarding a contract from this solicitation to a responsible/responsive contractor whose proposal conforms to the requirement and is most advantageous to the Government. Price shall be evaluated by multiplying each offeror's line item price by the quantity taking into account any price differentials. This solicitation also includes the following clauses: FAR clause 204-6, Contractor Identification Number Data Universal Numbering System (DUNS) Number; FAR 52.232-18, Availability of Funds; FAR 52.232-33, Mandatory Information For Electronic Funds Transfer Payment; JAR 2852.27070, Contracting Officer's Technical Representative. A written notice of award or acceptance specified in the offer mailed or otherwise furnished to the successful offeror within the acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer specified expiration time, the Government may accept an offer or part of an offer after it is received unless a written notice or withdrawal is received before award. The offeror agrees to hold the prices submitted in the proposal firm for 60 days from the date and time specified for receipt of proposals. The offeror must specify business size.
