All the instructions for submitting an offer is described in the NRA. Responses are due by November 18, 2000. However, offerors are encouraged to submit their proposals as soon as possible. Selections and awards will be made during the 12 month period following the close date of the NRA. All qualified responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet.
