A -- ENGINEERING AND MANUFACTURING DEVELOPMENT SOL N61331-00-Q-JM04 DUE 091400 POC Contract Specialist, John Miller, (850) 235-5399; Contracting Officer, Carol Dreger, (850) 234-4863 WEB: www.ncsc.navy.mil/contracts/synopsis/syntable.htm, www.ncsc.navy.mil. E-MAIL: Miller_John@ncsc.navy.mil, Miller_John@ncsc.navy.mil. The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, is seeking sources to perform E&MD of the COBRA system. The COBRA system is a reconnaissance and battlefield analysis system designed for the conduct of unmanned aerial standoff threat detection and imagery collection in the littoral battlespace, specifically from the surf zone through the beach exit zone. The COBRA system consists of a multispectral or hyperspectral imaging sensor subsystem designed for employment in an unmanned aerial vehicle (UAV) and a ground-based imagery receiving and processing subsystem. The airborne subsystem is utilized for data collection, and a ground station subsystem is used for training, mission planning, real-time system tracking and post-mission processing. The COBRA airborne subsystem will image a ground scene looking for mines, minefields, obstacles and objects. As the aerial platform is flying over the reconnaissance site, limited imagery will be downlinked to theground station subsystem for real-time system hardware assessment, tracking and operator use. The COBRA system will automatically detect minefields. This effort will encompass the conduct of all analysis, system engineering and design, development, fabrication, assembly, testing, qualification, operator and maintainer training, documentation, planning, and management required. This development effort is intended to leverage on the successful COBRA Advanced Technology Demonstration (ATD). The goals of the E&MD phase will be to: (a) Design, fabricate and test a rugged, lightweight sensor subsystem for deployment in a UAV, (b) Develop interfaces with the UAV, (c) Design, fabricate and test a ground-based imagery receiving and processing subsystem which is compatible with the UAV ground control station, (d) Develop training and mission planning software and product formats which are interoperable with Naval C4ISR systems, (e) Ensure the design is robust enough to provide for future technology insertion and pre-planned product improvements. 2. The E&MD phase will provide for the development and delivery of four (4) UAV payloads and one (1) ground station, which will comprise the COBRA Engineering Development Model (EDM) system at the completion of the E&MD phase, to support developmental testing and operational testing (DT/OT). Delivery and performance requirements have been established to support a Milestone III decision in FY 2005 with an initial operating capability (IOC) in late FY 2005. 3. Interested sources on this program will be required to demonstrate: (a) Recent and relevant experience in the engineering development of airborne sensor technology, multispectral imaging technology, image processing, and automatic detection algorithms, (b) Recent and relevant experience in the development of military systems documentation, training, fielding, and system support, (c) Capability and experience in successfully operating within an Integrated Process and Product Development (IPPD) environment which will incorporate structured use of joint Government and Contractor Integrated Product Teams (IPTs) from the program management level down through the working levels, (d) Facility and personnel security clearances at the SECRET level. 4. The desired date for the commencement of the E&MD phase is late 3rd quarter of fiscal year 2001. Interested firms shall respond within 30 days of this Sources Sought Announcement with complete and detailed documentation showing the company's ability as detailed above. Only potential prime contractors should respond. A list of responding potential prime contractors will be furnished to potential subcontractors upon request. Direct expression of interest in participating in the COBRA E&MD should be addressed in writing to Mr. John Miller, Code SP10, Coastal Systems Station, 6703 West Highway 98, Panama City, Fl 32407-7001. This is not a solicitation. When a solicitation is developed, it will be assigned a formal Request for Proposal(RFP) number and the announcement will be published in the Commerce Business Daily. The announcement number (N61331-00-Q-JM04) above is for reference purposes only. Posted 08/11/00 (W-SN485109). (0224)
