The Naval Air Station (NAS), Patuxent River, MD is seeking potential
sources to develop of a source list for providing Engineering support
services for the Maritime Surveillance Aircraft (MSA) Division in the
areas of operational systems requirements, development, operational
system integration testing and quality assurance, fleet introduction
for P-3C Update III, various modification/upgrade programs to the P-3C
UII, UII.5, current variants such as the ASUW Improvement Program
(AIP), foreign variants of the P-3C and future developments. Related
work in support of equipment and software which is common to fixed and
rotary wing aircraft may also be covered under this solicitation. The
proposed work consist of but may not be limited to the following types
of efforts: 1) Providing operational requirements necessary to derive,
integrate, test and maintain weapon systems software and hardware
using applicable standards and specifications; 2) Providing fleet
introduction to perform the initial introduction of a new system or
systems program configuration including training the test community and
providing the initial fleet orientation; 3) Providing services to test
the software being derived by both in-house developers and the
avionics contractor to provide interoperability with other platforms;
4) Providing services to support the development and integration of
systems, including hardware and software, as required. This tasking
shall include supporting the Integrated Program Team with resources for
program generation and integration, along with providing and supporting
devices and systems which support system test and integration. The
proposed contract will span a five-year period beginning about October
2001. The proposed contract will be laid out in a one year base period
and four one-year options periods with the execution of those options
dependent upon the funding available. Incremental funding reaffirmed on
a yearly basis drives the need for the option year arrangement. A Cost
Plus Fixed Fee Contract is anticipated. The Standard Industrial
Classification code associated with the effort is 8711 -- $20M. Draft
documents including Statement of work, Personnel Qualifications,
Contract Data Requirements Lists (CDRLs), DD254 (Security requirements)
will be issued to solicit comments/questions from potential sources.
These documents will be provided to all potential sources that request
them as a result of this announcement. All request for draft documents
