NASA/ARC is planning to acquire Astrobiology and Space Research services (A&SR), including but not limited to: Services to support life sciences research, advanced life support research and technology development, astrobiology, human factors research, and space life sciences projects, research in atmospheric and ecosystem science; planning, design, development, and operation of space and airborne systems and missions; basic and applied research in astrophysics, planetary systems, exobiology, and astrobiology; project management and administration; and infrared and cryogenic development. NASA/ARC plans to issue a draft Acquisition Plan on or about August 11, 2000. The draft Acquisition Plan will give more detail into the Government's planned strategy for acquiring the above services. This document is for information and planning purposes, to allow industry to better understand and comment on the acquisition strategy, and to promote competition. Prospective offerors are invited to submit comments/questions on the draft Acquisition Plan. Reference the paragraph number of the draft Acquisition Plan for each comment/question in your submission. Potential offerors are also invited to identify which aspects of the A&SR work the company is interested in performing (all or part), state why the company is interested, and summarize the company's capabilities relative to the requirements in which they have expressed interest. Identify whether the firm is a large, small or small disadvantaged business and whether the company is interested in performing as a prime contractor or is interested in subcontracting opportunities. Responses to capability shall be no more than 8 pages in length and shall be submitted electronically. Please ensure that the format is compatible with MS Office 98 or Adobe Acrobat Reader. Both the comments on the draft Acquisition Plan and the company's capability statement are due to: Patricia B. Hudson via e-mail at phudson@mail.arc.nasa.gov, no later than September 11, 2000. For clarity purposes, telephone comments/questions will not be accepted. To ensure receipt of all comments/questions, reference RFI2-36482 in the subject line of all e-mails. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review of the capability statements. Questions/comments regarding the draft Acquisition Plan will be posted to the Internet. An ombudsman has been appointed -- See Internet Note "B". The solicitation(s) and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
