A sole source procurement is contemplated to the National Academy of Public Administration (NAPA), for a period of twelve months from date of award. NAPA will study the perceptions of the Office of Strategic Planning (OSP), and identify best practices in other Government agencies and private organizations. They will evaluate the strategic and long term research planning and assess whether these planning responsibilities are carried out in an efficient and effective manner. NAPA will provide an assessment, evaluation, and recommendations to the HCFA senior staff relating to OSP's roles and responsibilities. This will include suggestions for changes if this contractor and its expert panel feel such are needed. NAPA is chartered by Congress for the purpose of evaluating the structure, administration, operations, and program performance of Federal and other Government agencies.
