(504)862-2874 1. CONTRACT INFORMATION: Professional Services
(Architect/Engineer Contract) are required to perform survey services
on behalf of the Corps of Engineers. This will be an Indefinite
Quantity type contract for a period of approximately one (1) year with
two option periods of approximately one year each and will commence in
or about the 4th Quarter of Calendar Year 2000. The maximum cost of
this proposed contract is $1,000,000.00 per period. 2. PROJECT
INFORMATION: Such services are to be accomplished through the services
of qualified surveyors on various types of construction projects
including, but not limited to, buildings, locks, dams, levees,
revetments, jetties, and dredging. Services shall include hydrographic
surveys, topographic surveys, construction layouts, quantity and
measurements surveys, "As-Built" surveys, establishment of T.B.M.'s and
in some cases, P.B.M.'s to first, second, and third order accuracy as
may be required. The firm must have the in-house capability of
performing surveys using a "total station" and a "data collector" and
of electronically transmitting the survey data to a microcomputer via
telephone using a modem operating at a baud rate of 1200 bps. The firm
must show at least three (3) years of surveying experience including
hydrographic surveying of navigable channels and have either a current
land surveyor's or professional engineer's license in a state of the
United States. The firm must have the in-house capability to provide a
minimum of three (3) 3-person survey parties, each with carryalls,
land and hydrographic survey equipment. The firm must also have the
in-house capability to provide one (1) boat (18' minimum). The firm
must demonstrate the in-house capability (staff and equipment) to
perform surveys utilizing the Differential Global Positioning System
(DGPS) and must be able to provide a minimum of two (2) DGPS survey
parties. The geographic location in which these services will be
performed is within the limits of the New Orleans District. Services
may be required in remote places. 3. SELECTION CRITERIA: Evaluation of
firm's qualification for award will be based on the following criteria
in order of preference, with factors 1, 2, and 3 being of equal
importance: (1) Past Performance (i.e. ACASS ratings and letters of
recommendation), (2) Specialized Experience and Technical Competence,
(3) Capacity to Accomplish the Work, (4) Professional Qualifications,
(5) Location, (6) Extent participation of SB, SDB, Historically Black
Colleges and Universities, and Minority Institutions in the proposed
contract team and (7) Work Previously Awarded by DOD. 4. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements. To be
considered for selection a firm must document the above qualifications
and submit five (5) copies of the SF 255 and SF 254 (even if currently
on file) to the office shown above not later than the 30th day after
the date of this announcement. If the 30th day is a Saturday, Sunday,
or Federal holiday, the deadline is the close of business of the
nextbusiness day. Only documented qualifications will be considered for
