D -- FULL SCALE IMPLEMENTATION OF THE WEB-ENABLED LAND USE CONTROL GIS AND DOCUMENT REPOSITORY FOR NAVY BRAC INSTALLATIONS SOL N62467-00-R-0411 DUE 091100 POC Bobbi Bartee, Contract Specialist, 843-820-5750 It is the Government's intent to award a sole-source follow-on contract to Booz-Allen & Hamilton to expand the existing web-enabled Land Use Control Geographical Information System (GIS) and Document Repository system (website) currently containing BRAC installations to allow the system to support all 91 New BRAC installations. The contractor shall populate the website with data from the remaining 87 Navy BRAC installations; provide recommendations on how the Government should manage upcoming disposal transactions so that documents and GIS data are readily available for loading into the website; provide demonstrations to illustrate website capabilities; host the system, including all necessary requirements for maintaining/improving servers and software packages; assist the Government with issues concerning documents and data requirements for the LUCIS GIS; visit the eight Engineering Field Divisions/Activities to obtain information on completed transactions for use in early population of the website; and update the website at least quarterly. It is the Government's intention to issue this solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site after 11 August for viewing or downloading. The contract type will be a combination firm fixed-price and indefinite quantity and will include a base year and four option years.
