Medical Center, 1201 NW 16th Street, Miami, FL 33125, seeks full and
open competition for the award of a contract for the delivery of
Primary/Preventive Healthcare Services to eligible veterans residing in
three separate locations for the period of one year from the date of
Notice to Proceed. This contract includes four one-year renewal options
that can be exercised at the option of the Government. The total
duration of the contract will not exceed five (5) years. The Government
intends to award an indefinite delivery, indefinite quantity,
firm-fixed price contract in accordance with all terms, conditions,
provisions, specifications, and schedules of the solicitation, pending
the availability of funds. The contract award will occur in the first
quarter of Fiscal Year 2001, estimated to be on or about November
2000. Each offer should contain the offeror's best terms from a
cost/price and technical standpoint, as contract award may be based on
initial offers received, without discussions. The VA intends to award
a single contract inclusive of all three locations but reserves the
right to make single individual awards or multiple awards pending
availability of funding for each location. Primary/Preventive
Healthcare Community Based Clinics shall be located in three- (3)
separate locations. Offerors may submit documentation and offers for
one location or all three locations. LOCATION #1: Is to be located in
Northwest Broward County, within the area of Coral Springs/Tamarac,
Florida. LOCATION #2: Is to be located in Northeast Broward County,
within the area of Deerfield Beach/Lighthouse Point, Florida. LOCATION
#3: Is to be located in South Dade County, within the area of
Homestead City, Florida. Veterans to be serviced under this contract
reside primarily in the counties stated. Contractor's facility to
provide services "must be" physically located within the city limits
referenced above. There are an estimated 130,000 veterans residing in
Broward County. Estimated age ranges for veteran population
servicesare: 25% under 45 years of age; 37.5% 45-64 years of age; and
37% are over 65 years of age. Approximately 4% of the population are
female. Residing in Dade County are an estimated 88,000 veterans.
Estimated age ranges for veteran population services are: 33% under 45
years of age; 39% are 45-64 years of age; and 27% are over 65 years of
age. Approximately 6.6% of the population are female. The most common
outpatient diagnoses treated in these areas include diabetes mellitus,
hypertension, atrial fibrillation and atherosclerotic heart disease.
The most common DRGs for patients moving to the acute care setting are
congestive heart failure, chronic obstructive pulmonary disease,
artherosclerosis, angina, and cardiac arrhythmia and conduction
disorders. VA estimates that each patient will make four (4) visits per
year to the contract primary care facility. This amount is an estimate
and is to be used for information purposes only. The contractor shall
provide health care providers, medical facilities, medical equipment
and supplies, pharmaceutical prescriptions, and all administrative
functions to fulfill the level of care and range of services and as may
be required by the VA Medical Center Joint Commission on Accreditation
of Healthcare Organizations, or other regulatory agencies. Medications
will be provided by the VA. Primary/Preventive Medical Care includes
medical evaluation, diagnosis and medically necessary treatment of
physiological and pathological conditions not requiring referral or
in-patient hospital services. Primary care providers will include
licensed physicians board certified in Internal Medicine or Family
Practice as well as nurse practitioners and physician assistants
practicing in accordance with Florida State law. This solicitation is
issued as a commercial item in accordance with FAR Part 12 and shall be
evaluated in accordance with FAR Part 15. Request for Proposal (RFP)
546-26-00 is advertised as full and open competition with SIC: 8011 and
a size standard of $5 million. The solicitation will issue on or about
August 22, 2000. A pre-bid conference will be held September 11, 2000
at 1:00 PM at the VAMC Miami, 1201 NW 16th Street, Miami, FL 33125, Rm
2D117. The closing date for submission of proposals is September 25,
2000 at 2:00 PM (E.S.T.) local time. Request for copies of this
solicitation must be made in writing on Company letterhead and should
be received by the issuing agency no later than 15 calendar days from
the date this notice is published. No telephone or fax requests will be
accepted. Copies of this solicitation will be issued to the first 25
