THE DIVISION OF SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION OFFICE OF CENTER FOR MENTAL HEALTH SERVICES, THROUGH THE PROGRAM SUPPORT CENTER, GENERAL ACQUISITIONS BRANCH, PLANS TO AWARD A 12 MONTH SOLE SOURCE SIMPLIFIED ACQUISITION TO THE NATIONAL ASSOCIATION FOR STATE MENTAL HEALTH PROGRAMS DIRECTORS. THE ANTICIPATED DATE OF AWARD IS SEPTEMBER 1, 2000. THE CONTRACTOR SHALL BE RESPONSIBLE FOR, BUT NOT LIMITED TO THE FOLLOWING: 1: identify and recruit six to ten commissioner "champions" who will agree to develop and execute a strategy that will encourage their peers to advance children's services in their states; 2: convene the Commissioner-champions to develop their strategy and provide them with the information and planning tools they need to be as effective as possible; 3: plan and schedule a day-long session for all commissioners on children's services that will be the forum for executing the children's service improvement strategy. The session will be scheduled as part of NASMHPD'snational commissioner's meetings and will provide for participation by Commissioner's key agency stakeholders from agencies such as Child Welfare, Juvenile Justice and Medicaid/CHIP. 4: conduct the session (NOTE: this contract does not include the logistical costs associated with the session. Part of this contract task will be to develop a financing plan for the session); 5: solicit feedback from the participants on the actions they intend to take as a result of the session; 6: complete and submit a Final Report for approval by the project officer. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST BY RESPONDING TO THE REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
