This is a combined synopsis/solicitation for commercial Services and is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; A written solicitation will not be issued. Solicitation number M00681-00-T-0500 applies and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19 and DAC 91-13. This is a small business set-aside. The Standard Industrial Code is 7338 and the business size is less 5$ million annually. This requirement is for a firm fixed-price contract for two individuals two provide Scopist services. They shall be provided within the parameters of the Legal Services Support Section (LSSS), Marine Corps Base Camp Pendleton, California for a period of one year with the option to extend two additional one year periods. Contractor personnel shall have specific qualifications and experience in the following areas: Working knowledge of the XScribe 2001 computer-aided transcription software or Eclipse NT is highly preferred. Other similar transcription equipment and software will be considered. Working knowledge of machine stenography theory (preferably StenEd). Experience in transcribing or court reporting using machine stenography. Typing speed: minimum of sixty (60) words per minute. Minimal experience in transcribing criminal proceedings. Standard work hours shall be Monday through Friday, approximately eight (8) hours per day (flexible hours between 7:30 AM -- 5:30 PM), excluding Federal holidays. Collectively transcribe approximately 250 pages of verbatim transcript on a daily basis, or individually transcribe approximately 60 pages of verbatim transcript daily. The Contractor will provide daily transcription support for a team of approximately eight (8) military court reporters in preparing verbatim records of trial for courts-martial, to include the following: Daily transcription of approximately 250 pages (60 pages if performed by individual contractors) if verbatim, 50 lines per page text, using the Xscribe 2001 computerized transcription software, back-up audio-tapes, and supporting exhibits. Perform initial transcription of records of trial for accuracy and make, for reporter, if translatable, dictionary entries for untranslates into a global dictionary. Perform a spell check on the records of trial using computer-aided software.make index commands for computer automated indexing of the records of trial. Proofread the records of trial from the monitor. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Aug 1998) applies to this acquisition. The Government intends to make a single award to the responsible offeror whose offer is the most advantageous to the Government considering price and price-related factors. Provision 52.212-2, Evaluation-Commercial Items, applies with paragraph (a) completed as follows and the following factors shall be used to evaluate offers: (1) Offerors capability to meet the Government's needs, to include 100% compatibility; (2) completion time of services and (3) Price.
