COMMERCE BUSINESS DAILY ISSUE OF AUGUST 15,2000 PSA#2664 FORD ISLAND DEVELOPMENT INFORMATION MEETING Interested parties are
invited to attend a Ford Island Development Information Meeting to be
conducted September 14 and 15, 2000, at the Hilton Hawaiian Village in
Honolulu, Hawaii. The purpose of this meeting is to provide an
overview of the Ford Island Development project and to allow the Navy
to obtain industry feedback. Attendees will be provided a tour of Ford
Island and the other development properties. Access to the Ford Island
Development web site is available at the following URL:
http://www.hawaii.navy.mil. A Preliminary Information Package is
available for viewing and downloading, and may be directly accessed by
using the Meeting Registration and Preliminary Information Package
link, below. PROJECT DESCRIPTION: The Navy is seeking to establish an
agreement with a master developer/operator to implement the long-range
development plan for Ford Island within the Pearl Harbor Naval
Complex. Under the auspices of the recently adopted Ford Island
legislation (10 U.S. Code, Section 2814), the Navy is authorized to
enter into such an agreement with a qualified party that would enable
it to develop Ford Island more efficiently and expeditiously than using
conventional procedures. In order to enhance its position under this
agreement, the Navy is able to contribute certain land and building
assets which are no longer critical to its mission in return for
private sector financing, construction, and long-term maintenance of
its Ford Island facilities. Some of these assets will be offered to the
selected contractor in fee while others, which are part of the Pearl
Harbor Naval Complex, will be subject to long-term leases. FUTURE
PROCUREMENT PROCESS: Following evaluation of feedback received as a
result of this Information Meeting, the Navy will issue a draft request
for proposals (RFP). Private sector parties will have an opportunity to
provide comments regarding the draft RFP, and these comments will be
considered by the Navy prior to issuance of the formal RFP. At this
time, no solicitation documents are available and proposals are not
being solicited. MEETING REGISTRATION: Information Meeting attendees
are requested to register not later than September 1, 2000, by

Registration and Preliminary Information Package link, below. Completed
registration forms may also be submitted by E-mail to the address

the meeting room location and a meeting agenda will be forwarded to
each registrant prior to the meeting. This will also be posted on the
Ford Island Development web site as details become available. HOTEL
ACCOMMODATIONS: As a courtesy to attendees, the Hilton Hawaiian Village
has reserved a limited number of rooms for participants at a group

Meeting. This is not intended to be an endorsement of the hotel, but
merely a convenience for attendees. Numerousother hotels, offering a
