This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-18 (Initial Effective 6 Jul 00). This is a sole source requirement being pursued with ABC Radio International in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. There are five (5) contract line items, each covering a one-year period for the Armed Forces Radio and Television Service. The following is a description of the requirements: DESCRIPTION/SPECS/WORK STATEMENT -- 1. STATEMENT OF BASIC REQUIREMENT 1.1 The Contractor shall provide to AFRTS one ABC LocalMax automated, continuous music program service to meet AFRTS' alternative/active rock music requirements. 2. MUSIC REQUIREMENTS 2.1. Music provided for this service shall consist of "rock" and "alternative" music, plus other elements, subject to agreement by Contractor and AFRTS and adjustment from time to time. 2.1.1. Music definitions: -- -- music shall be targeted to an 18-34 year old, majority male audience and consist of songs currently or formerly listed on the alternative rock and active rock charts in "Radio and Records" (or similar publication which is based on documented U.S. airplay); -- music shall feature (approximately) a 2/3 to 1/3 split of new/current/recurrent music to older cuts (or as later agreed by the contractor and AFRTS); -- new/current/recurrent music shall be updated no less often than every other week; -- use of heavy metal music is to be minimized in all dayparts unless a song is a phenomenal active rock or alternative rock chart hit. 2.2. AFRTS observes "traditional" standards of broadcast decency. It respects the broadcast standards and traditions of the nations in which it broadcasts. 2.2.1. Contractor must provide music without swear words, extreme references to sexual activities or organs, gratuitous religious, national, ethnic, gender or similar slurs, or other material that violates traditional standards of decency. Songs with such material must be edited to make such material unintelligible. 3. PROGRAM REQUIREMENTS 3.1. Contractor shall provide disc jockey (DJ) announcements that identify songs, provide information about the music, artists or events of the day, or add disc jock prep material, etc. There shall be at least three such inserts ("stopsets") an hour, unless otherwise agreed by AFRTS' representative. 3.2. Contractor's DJs are encouraged to use material submitted via e-mail (see the requirement below) or similar means to customize their presentations, subject to reasonable precautions: 3.2.1. The morale and safety of U.S. Forces must be considered. Reasonable caution shall be used to avoid broadcasting sensitive or erroneous information such as material that might endanger troops or facilities, reveal troop movements, exercises, work details, relocation, etc., gratuitously denigrates the U.S. or its military, or material that simply doesn't sound "right." 3.2.2. AFRTS exists to serve Department of Defense (DoD) personnel and their families. DJ announcements must be aimed towards DoD listeners, not local nationals who may also listen and seek to participate. 3.2.3. Potentially embarrassing or harassing items shall not be used. A request "from Mary to John" may embarrass either Mary or John; a request for "Take This Job and Shove It" (or similar) may be insulting or planted in the name of someone who did not make the request. 3.2.4. AFRTS will, from time to time, provide feedback to Contractor about desirable or undesirable elements. Contractor will incorporate AFRTS direction into its continuing operations. 3.3. Contractor shall provide "The Z Rock 50," a weekly review of the topalternative songs, as part of this contract as long as the Contractor distributes the show. If it is replaced, Contractor will provide the replacement to AFRTS at no additional charge. 3.4. Program timing, breaks and cuing requirements: 3.4.1. Each program hour must start anew at :00. A clean break/start at :00 is required to allow AFRTS affiliated outlets to switch between different suppliers' program sources. 3.4.2. Contractor shall end regular programming at 59:55 into each hour and then provide a "dry" (no music, no effects) network ID, "This is A-F-N, the American Forces Network." 3.4.3. AFRTS requires specific program breaks (stopsets) to satisfy DoD information mandates. Contractor shall coordinate the placement and duration of program breaks with the AFRTS COR. 3.4.4. At the initiation of the contract, AFRTS requires Contractor to supply one, 4 1/2 minute break at the top of each hour and one 4 minute break at a natural program break between 40- and 52-minutes past each hour. Each stopset shall have a cue, end-of-message or closure just before each stopset that will allow AFRTS to automate insertion of material during these breaks. 3.4.5. Contractor and AFRTS' representative shall coordinate the number and placement of "overstart"/station identification announcement availabilities that can play over a song's intro. 3.5. Contractor and AFRTS representative may adjust the programming by mutual consent, as required. 4. RIGHTS 4.1. Contractor authorizes AFRTS to relay licensed programming to AFRTS affiliate stations, and other DoD authorized users outside the continental U.S. 4.2. Contractor shall provide programming for which it has the requisite rights, licenses, and/or authority and indemnifies the government against claims in this regard. 5. PROMOTIONAL MATERIALS . Contractor shall make available the number and type of promotional and other support material available to other ABC LocalMax subscribers on the same terms and conditions. 6. TECHNICAL REQUIREMENTS 6.1. Per information from the Contractor, AFRTS will use a Broadcast Electronics AudioVault Express automation system to operate and maintain this program service. 6.2 AFRTS will supply to the Contractor a computer hard drive in advance of operations under this contract. Contractor will load the hard drive with music and other elements necessary for the start of service and return the hard drive to AFRTS in sufficient time for installation and testing before over-the-air service is to begin. Service is to begin 27 September 2000. Operational testing is to start not later than 4 September 2000, when a representative from Broadcast Electronics/AudioVault is scheduled to be here for automation installation. 6.3 Music and disk jockey updates shall be delivered via the internet, PC Anywhere or similar- quality delivery system into a dedicated AFRTS FTP dropbox and shall automatically load into the proper files for "AFRTS hands-off" operation. 6.4 Contractor shall maintain an e-mail point of contact (or similar facility) for AFRTS stations and AFRTS listenersto provide feedback, requests, etc., to Contractor's disk jockeys. 7. CONTRACT PERIOD 7.1 The contract license period is one year (with four, one-year option periods if exercised). The effective date of the start of the contract period shall be 27 September 2000 8. ADJUSTMENTS TO THE NUMBER OF LOCALMAX SERVICES 8.1 AFRTS may, upon 60 days' notice to the Contractor, add other LocalMax services at prices established in this contract via contract modifications. 8.2. AFRTS may, upon 60 days' notice to the Contractor, terminate any contracted LocalMax service if a major radio network or syndicator makes available a similarly targeted, nationally distributed satellite music format. 9. BILLING 9.1 Billing shall be annual. Should a contracted service be added or terminated within a contract year, payment will be prorated on a daily basis. 10. ABOUT AFRTS 10.1 The term Armed Forces Radio and Television Service (AFRTS) refers to the Armed Forces Radio and Television Service Broadcast Center (AFRTS-BC) located at MarchField, California, and all (DoD) networks, stations, outlets, ships and locations which receive, transmit, broadcast or relay by closed-circuit systems AFRTS program material. 10.2 Distribution of all programming is non-commercial, non-profit and royalty-free. The service is intended strictly for use by DoD personnel and their family members stationed overseas or on ships at sea. The initial performance period will be from 27 Sep 00 26 Sep 01, with four one-year option periods. Responses to this notice shall be in writing and make reference to this RFP.
