Northern Arapahoe Tribe will receive bids for the construction of a one
million gallon water storage tank to be located at on the Wind River
Reservation at Arapahoe,Wyoming. Bids will be received until 2:00 p.m.,
Mountain Standard Time, on September 7, 2000, at the Northern Arapahoe
Tribal Utilities Office, 533 Ethete Road, Ethete, Wyoming. Mailing
address: P.O. Box 8583, Ethete, Wyoming 82520. Bids to be marked:
Arapahoe Water Storage Tank Bills will be received for a single
contract. The scope of work involves the site work, including the
piping installations, earthwork, concrete caissons and foundations,
flushing appurtenances, fencing and landscaping; and the fabrication
and installation of a one million-gallon, stainless steel, potable
water storage tank. Bids shall be submitted on the form provided with
the Plans & Specifications, which may be secured at Northern Arapahoe
Tribal Utilties Office, 533 Ethete Rd., Ethete, WY 82520, upon deposit
of $100.00 per set. The deposit is fully refundable if the Plans &
Specifications are returned in reusable condition by September 17,
2000. The Northern Arapahoe Tribe Utilities Program will conduct a
pre-bid conference on August 16, 2000, at 1:00 p.m., MST, at Great
Plains Hall, 328 17 Mile Road, Arapahoe, Wyoming. All prospective
bidders are invited to attend the pre-bid conference. It has been
determined that this project is subject to Section 7(b) of the Indian
Self Determination and Education Assistance Act (25 U.S.C. 450e(b)).
Prospective bids claiming Indian Preference shall provide the following
data: 1. Evidence of certification by the Shoshone & Arapahoe TERO
Office as an Indian-owned enterprise. 2. Demonstration that the
enterprise has the experience and capability for completion of the
contract activity. The contract will be awarded to the lowest
responsive, responsible bid/proposal received from an enterprise
claiming Indian Preference if such bid is within five percent (5%) of
the next lowest bid. If no responsive, responsiblebid from an Indian
enterprise is within the 5% preference allowance, then the award may be
made to the bidder with the lowest responsive, responsible bid. The
Northern Arapahoe Tribe Utilities Program reserves the right to reject
any or all bids. Successful bidders must comply with all applicable
Tribal Employment Rights Ordinances including without limitation
licensing and payment of fees. Additional information relative to this
