This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DTCG85-00-R-625864. The solicitation is issued as a request for proposals (RFP) and will be awarded using commercial acquisition practices. The provisions and clauses incorporated in this solicitation are those in effect through Federal Acquisition Circular 97-19. The Standard Industrial Classification is 3519; the Small Business Size Standard is 1,000 employees. The U.S. Coast Guard Maintenance and Logistics Command Pacific has a requirement to obtain a crankshaft and engine block for an ALCO 16V251 _F_- Series 16 cylinder diesel engine for installation on the icebreaking cutter POLAR STAR. The block shall have the new style redesigned camshaft bearing supports. These two components may be either new or reconditioned to the manufacturer's original specifications. Offerors will provide a price for 1 ea engine block under CLIN 0001 The Federal Stock Number for the engine block is: (unknown) The manufacturer's part number for the engine block is: (unknown) Offerors will provide a price for 1 ea crankshaft under CLIN 0002 The Federal Stock Number for the crankshaft is: NSN 2815-01-233-2341 The manufacturer's part number for the crankshaft is: 16-6-3-902 The evaluated price under this solicitation will consist of the sum of offered prices for both CLINs 0001 and 0002. It is the Government's belief that ONLY ALCO, the Original Equipment Manufacturer (OEM) possesses the necessary technical information, engineering data, and specifications required to manufacture and/or recondition these critical components to ensure form, fit, and function compatibility with existing equipment. The Government DOES NOT possess the necessary drawings, technical specifications, etc., to supply with the solicitation. This information is proprietary to the OEM. For these reasons, only components produced by the OEM, whether new or reconditioned, will be accepted. However, other potential sources may submit information about their capabilities to supply the block and crankshaft. Concerns that respond to this notice MUST FULLY DEMONSTRATE their capability by submitting the following information: (1) Data that new offered parts have been successfully manufactured for the Government or for the OEM, which includes complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., physical, functional, and serviceability characteristics), or evidence that reconditioned parts have been restored to the OEM's original specifications; and (2) Data that the offered parts have been previously provided to the Government or the OEM. If reconditioned components of the OEM are offered, data shall be provided that demonstrates that either (1) OEM has certified that the reconditioned OEM components have been restored to the OEM's original specifications and that the offeror is in possession of complete and current engineering data of the OEM which enable it to restore the OEM components to the OEM's specifications, or (2) that the OEM has inspected and certified for reuse all reconditioned components.
