synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written
solicitation will not be issued. Solicitation number is
DACW21-00-Q-0041 and is being issued as a request for quote. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-19 and Defense
Acquisition Circular (DCN 20000627). This is a 100% small business
set-aside. The Standard Industrial Classification Code is 3084. The
small business standard is 500 employees. The U.S. Army Corps of
Engineers, Savannah District has a need to purchase the following
supplies: Line Item 1 -- PE 3408 high density polyethylene pipe, 33,000
feet, 3-inch IPS diameter, SDR 5, 200 psi. Line Item 2 -- PE 3408 high
density polyethylene pipe, 33,000 feet, 1 1/4-inch IPS diameter, SDR
11, 80 psi. Pipe shall meet all the specifications of PE 3408 and ASTM
Specification D 3350-83 with a cell classification of 345434C. Pipe
shall be suitable for conveyance of pure gaseous oxygen at the
specified working pressures at 73 degrees Fahrenheit. Pipe shall be
cleaned and capped for oxygen service. Pipe shall be delivered in
50-foot lengths and it shall be labeled "Oxygen Supply Line" in
accordance with ASTM standards. Pipe shall be delivered FOB
destination, to the existing oxygenation storage facility at the
Richard B. Russell Project, 4144 Russell Dam Drive, Elberton, Georgia
30635. The required performance period is 30 days after receipt of
order. Inspection and acceptance will be at destination. The following
Federal Acquisition Regulation (FAR) and Defense Federal Acquisition
Regulation Supplements (DFARS) provisions and clauses shall apply to
this acquisition: FAR 52.212-1, Instruction to Offerors -- Commercial
applies to this acquisition; 52.212-2 Evaluation -- Commercial Item
(Jan 1999). The Government will award a contract resulting from this
combined synopsis/solicitation to the responsible Offeror whose quotes
conforming to this synopsis/solicitation will be most advantageous to
the Government, price and other factors considered. All responsible
sources may submit quotes; which, if timely received, the Government
shall consider. All offerors shall ensure all reference points of
contract, i.e., organization, name, and phone number, are accurate. FAR

Offerors are to include a completed copy of the provision with its
offer; FAR 52.212-4, Contract Terms and Conditions -- Commercial Item;
FAR 52.212-5 (Contract Terms and Conditions required to Implement
Statutes or Executive Orders) -- Commercial Items applies with the
following FAR clauses in paragraph (b) which will apply to the
resultant contract; 52.222-26 Equal Opportunity; 5.222-35 Affirmative
Action Special Disabled and Vietnam Veterans; 52.222-36 Affirmative
Action for Handicapped Workers; 52.222-37 Employment Reports On Special
Disableed Veteran of the Vietnam Era; 52.232-33 Mandatory Information
for Electronic Funds Transfer Payment (May 1999). DFARS 252.212-7001

Executive Orders Applicable to Defense Acquisitions of Commercial

accepted. Mail, email or fax copy of quotes must be received no later
than 4:00 P.M. (EST) August 25, 2000. Quotations sent by U.S. Post
Office or Federal Express should be mailed to USAED, Savannah District,
ATTN: CESAS-CT-P/Kathleen Achord, P.O. Box 889, Savannah, Georgia
31402-0889. Offerors wishing to respond to this solicitation should
provide this office with the following: A price quote on company
letterhead for the requested items, prompt payment terms, correct
remittance address, Tax Identification Number, DUNS Number, name and
phone number of vendor's point of contact. This is a Civil Works
Program procurement and is not funded by the Department of Defense.
