(1) US Army CECOM is soliciting proposals, on a full and open competitive basis, for fabrication, manufacture, test, warranty and documentation of the TROJAN Antenna Control Unit (ACU) for the replacement of the Raytheon 93C-30 antenna Control System in a military communications ground terminal. These terminals include a 2.4, 5.5 and 6.1 meter antenna system. The replacement should be backward compatible and should include the following additional capabilities: To aide in automatic satellite acquisition, the replacement antenna controller should be capable of calculating antenna pointing parameters using INTELSAT, DSCS, PANAMSAT, ORION and other domestic and international satellites using ephemeris parameters in the format provided by the satellite service provider. Automatic acquisition should be accomplished in less than thirty (30) minutes. The method of inputting these parameters should be user friendly for trained soldiers. Upon acquisition of the satellite using automatic or manual means, the antenna controller should be capable of computing an orbit in four (4) hours or less. The computed orbit should be sufficient to maintain autotrack with signal amplitude variation less than 2.0 dB in winds 30 mph with gusts 45 mph. In winds less than 10 mph, the signal amplitude variation should be less than 0.5 dB. In addition, the satellite inclination may be as high as 10 degrees. In the memory track mode, tracking data should be continuously collected to refine the calculated orbit of the satellite and to accommodate satellite service provider routine station keeping maneuvers. (2) This acquisition will be a Firm Fixed Price Contract which includes the purchase of 47 TROJAN ACUs for the Basic Contract with Options for 66 ACUs.
